Sie werden ein wichtiges Mitglied des IT-Teams für Sanktionen und Embargos sein, das Teil des Transaction Surveillance Tribe ist.

Die Transaktionsüberwachung ist ein integraler Bestandteil von Zahlungen und Cash Management und wurde als erste Verteidigungslinie eingerichtet, um geeignete Kontrollen zur Gewährleistung der Einhaltung gesetzlicher Vorschriften aufzubauen. Dazu gehören Sanktionen und Embargos, Betrug und andere Kontrollen.

Die IT-Funktion für Sanktionen und Embargos in der Transaktionsüberwachung ist als erste Verteidigungslinie dafür verantwortlich, dass alle unsere Zahlungen in Echtzeit anhand aller Sanktions- und Embargolisten verschiedener lokaler und globaler Regulierungsbehörden sowie Listen basierend auf der internen Risikobereitschaft der Bank überprüft werden. Sie unterstützt in den folgenden Bereichen.

Aufgaben

• Wartung der vorhandenen IT-Plattform für Sanktionen und Embargos. Hilfe bei der Einführung der neuen Sanktionsplattform, die in der Cloud-Plattform erstellt wird, und Sicherstellung, dass dies während des Übergangs keine Auswirkungen auf Live-Flows hat.

• Entwurf und Einführung der Integration der oben genannten Lösung auf den DB-On-Perms und DB-Cloud-Plattformen mit Anbieterprodukten und anderen vorhandenen Aufzeichnungssystemen (Zahlungen, Berichterstellung, Archivierung usw.), Nachrichtensystemen und Frontends

• Arbeiten Sie mit Geschäfts-, AFC- (Anti-Financial Crime) und Betriebsteams zusammen, um angesichts einer gewissen Risikobereitschaft für unterschiedliche Zahlungs-/Produkt-/Geografie-Mixe und neue Produkteinführungen eine optimale Lösung zu finden

• Helfen Sie dabei, auf Datenanfragen von Prüf- und Aufsichtsbehörden zu reagieren (mit unterschiedlichen geografischen, Zahlungs-, Kunden- und Produktdimensionen). Dies kann einfache Lösungen wie das Identifizieren und Einführen neuer Regeln zur Verbesserung der STP-Raten (Straight Through Processing) umfassen. Es erstreckt sich auch auf erweiterte Funktionen wie künstliche Intelligenz und maschinelles Lernen für diese.

• Sicherstellen, dass wir über eine moderne, erstklassige Plattform verfügen, die den Trends in den Bereichen Infrastruktur, Anwendungsentwicklungsframeworks und domänenspezifische Entwicklungen im Bereich Sanktionen und Embargos immer einen Schritt voraus ist

• Arbeiten Sie als Teil eines Entwicklungsteams mit Geschäfts-, AFC- (Anti-Financial Crime), Sanktionsoperations-, Lieferantenteams und Produktionsserviceteams zusammen, um Anforderungen zu verstehen und Geschichten zu verfeinern (agile Methodik)

• Entwerfen, implementieren, testen und unterstützen Sie die oben genannten Lösungen in der Produktion (im DevOps-Stil)

• Leiten Sie ein Team (agile SCRUM-Teams) von Ingenieuren und bieten Sie technische Führung

• Mentor für Junior-Teammitglieder

Ihre Fähigkeiten und Erfahrungen

• Mindestens 10 Jahre relevante Erfahrung. Insbesondere die kontinuierliche Arbeit an mindestens einem großen Projekt mit einer Laufzeit von 3 Jahren. Erfahrung in der Integration von Anwendungen (Legacy, Modern und Cloud) mit unterschiedlichen Kommunikationsprotokollen und Datenformaten. Erfahrung und Beteiligung an allen SDLC-Phasen (Konzeption, Anforderungen, Design, Entwicklung, Test und Rollout).

• Nachweislicher Nachweis, Projekte von der Konzeption bis zur Produktion begleitet zu haben

• Sie besitzen bereits die Details der bestehenden On-Perm-Plattform für Sanktionen oder haben diese schnell aus technischer Sicht erfasst

• Sehr tiefes funktionales Fachwissen zu Sanktions- und Embargoregelungen im Finanzbereich

• Sie kennen sich mit Audits und anderen Anforderungen in einem regulatorischen Umfeld aus

• Sie haben in einigen Projekten mit hoher Komplexität die technische Leitung eines Teams von 5 bis 10 Personen übernommen

• Java, Spring, JMS, Entwicklung und Integration von On-Perm-Unternehmensanwendungen/Webanwendungen und jeder Cloud-Umgebung mit einer Mischung aus Legacy- und selbst entwickelten Anwendungen

• Vertrautheit mit Containern. Kubernetes und Microservice-geführtes Design und Entwicklung

• Kenntnisse von C-/Unix-Konzepten, fortgeschrittene SQL- und Datenbankintegrationsfähigkeiten, Python, Kenntnisse von Datenschemata wie XML, JSON usw. und APIs und Frameworks, die zur Verarbeitung solcher Daten verwendet werden

• Nachweisbare Erfahrung in den Bereichen Sicherheit, Skalierung und anderen nicht-funktionalen Anforderungen – mit Schwerpunkt auf der Integration von Aufzeichnungssystemen (Datenbanken), Messaging-Systemen, APIs (Echtzeit oder Batch)

• Kenntnisse in der Verwendung von gemeinsam genutzten und PaaS-Plattformen (Platform as a Service)

• Jegliche Art von Erfahrung in der Automatisierung manueller Prozesse oder der Identifizierung von Anwendungsfällen für die Regeldefinition basierend auf Produktionsdaten/Geschäftsprozessanalyse

• Kenntnisse im Finanzbereich/Banken/Zahlungsstandards

• Kenntnisse der Transaktionsüberwachung im Bankenbereich

Role Description

You will be a key member of the Sanctions and Embargo IT squad that is part of the Transaction Surveillance Tribe.

Transaction Surveillance is an integral part of payments and Cash Management and has been established as a first line of defence function to build appropriate controls to ensure regulatory compliance. This includes sanctions and embargo, Fraud, and other controls.

Sanctions and Embargo IT function in Transaction surveillance as first line of defense is responsible for making sure all our payments are screened in real time against all sanctions and embargo lists from different local and global regulators as well as lists based on the internal risk appetite of the bank. It assists in the following areas.

• Maintain the existing sanctions and embargo IT platform. Help in rolling out the new sanctions platform being built in the Cloud platform and making sure this does not affect live flows during the transition

• Designing and rolling out integration of above solution on the DB on-perms and DB cloud platforms with vendor products and other existing systems of record (payments, reporting, archival etc), messaging systems and front ends

• Work with business, AFC (Anti-financial crime) and operations teams to arrive at optimum solution given a certain risk appetite for different payment / product / geography mixes and new product launches

• Help to respond to auditory and regulatory bodies request for data (with different geography, payment, customer, and product dimensions).This can cover simple solutions like identifying and rolling out new rules for improving STP (straight through processing) rates. It also extends to advanced capabilities like Artificial Intelligence and Machine learning for the same.

• Making sure we have a modern best in class platform which keeps ahead of the trends in both infrastructure, application development frameworks and domain specific developments in sanctions and embargo space

• As part of a development team, collaborate with business, AFC (Anti-financial Crime), Sanctions operations, Vendor teams, production services teams to understand requirements, refine stories (agile methodology)

• Design, implement, test, and support the solutions to above in production (in DevOps style)

• Lead a team (agile SCRUM teams) of engineers and provide technical leadership

• Mentor junior team members

Your skills and experience

• At least 10 years’ relevant experience. Specifically, having worked on at least on one big project of 3 years duration continuously. Experience in integrating applications (legacy, modern and Cloud) with different communication protocols and data formats together. Exposed and involved in all SDLC phases (Conception, requirements, design, development, test, and rollout).

• Demonstrable proof of having taken projects from conception to production

• Already possess or quickly pick up the details of the exiting sanctions on-perm platform from a technical perspective

• Very deep functional domain knowledge of sanctions and embargo regimes in financial domain

• Be aware of audit and other requirements in a regulatory landscape

• Has provided technical leadership to a team of 5 to 10 people in a couple of projects of high complexity

• Java, Spring, JMS, developing and integrating enterprise applications / web applications on-perm and any cloud environment involving a mixture of legacy and home-grown applications

• Familiarity with containers. Kubernetes and Micro service led design and development

• Knowledge of C / Unix concepts, Advanced SQL and database integration skills,  Python, knowledge of data schemas like XML, JSON etc and APIs and frameworks used to process such data

• Demonstrable experience in security, scaling, and other non-functional requirements – with focus on integrating system of record (databases), messaging systems, APIs (real time or batch)

• Having skills in using shared and PaaS (Platform as a service) platforms

• Any kind of experience in automating manual processes or identifying use cases for rule definition based on production data / business process analysis

• Knowledge of finance domain / banks / payments standards

• Knowledge of Transaction surveillance in banking domain
