Northrop Grumman Mission Systems is seeking a Systems Engineering Manager 2 for our SEIT Synergy Mission Engineering organization in Linthicum, Maryland and Tucson, Arizona. The organization provides mission engineering (ME) and modeling, simulation, experimentation, and analysis (MSE&A) support to the company, primarily in the eastern region. The position is responsible for ensuring the systems engineering department and related disciplines have MSE&A developers and analysts and model-based engineering/model-based systems engineering personnel, expertise, and tools necessary to support successful capture and execution of Northrop Grumman programs.

Roles & Responsibilities:

The position is a dual role encompassing both people leadership and technical performance in a Functional Management role. The position will be responsible for working with the ME and MSE&A leads to ensure proper execution of the plans. The manager will be expected to perform productive direct-charge work on programs in addition to functional management duties. It is anticipated that given the size of this organization, the split between program and functional duties will be approximately 80/20, on average. It is expected that this position exerts influence in the development of overall objectives, strategy, and long-range goals of ME and MSE&A across the enterprise. This manager will work closely with the Mission Systems sector-wide Director of Modeling, Simulations, and Analysis to accomplish these goals. The successful candidate will clearly demonstrate strong leadership skills and will have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders. This manager will demonstrate a broad skill set that is balanced between interpersonal, business, ME, and MSE&A capabilities. This manager will have an ability to operate in a team environment and collaborate across the sector business areas as required to accomplish the team goals.

The people leadership aspects include:

  • Perform all functional management duties for direct reports, including career development, goal setting, execution of the annual performance review process, compensation and promotion planning, and providing regular performance feedback

  • Manage the workload of the employees and balance employee needs with business goals

  • Managing department budgets

The technical performance aspects include:

  • Ensuring adherence to standard engineering practices, systems engineering support to programs, Integrated Product Team (IPT) leadership, and proposal support and consulting

  • Guide MSE&A activities of advanced systems using established defense industry practices

  • Perform verification and validation of simulation performance against flight test data, and formally verifying that models and simulations meet requirements

  • Employ large scale data analytics, leverage probability and statistics, including the application of design of experiment techniques, for the evaluation of system and mission performance

  • Integrate operational firmware and software in simulations at the mission level

This position is contingent upon the successful transfer of an active DoD Secret Clearance and the ability to obtain Special Program Access (SAP) prior to start. 

Basic Qualifications:

  • Bachelor’s Degree with 8 years of experience, Master’s degree with 6 years of experience, Ph.D. with 4 years of experience in Science, Technology, Engineering or Mathematics or related technical fields.

  • U.S Citizenship required.

  • A current/active DoD Secret Clearance.

  • Ability to obtain Special Program Access (SAP) prior to start.

  • Experience in modeling, simulation, and analysis and formal verification, validation, and accreditation activities with the Department of Defense

  • Experience leading diverse teams and attracting, recruiting, and developing top talent

  • High proficiency in technical problem solving, to include decomposition, root cause analysis, solution development, implementation, and sustainment

  • Working knowledge of object-oriented programming principles and practices, simulation software design patterns, object-oriented languages including C/C++ and Python

Preferred Qualifications:

  • Advanced degrees in Science, Technology, Engineering or Mathematics or related technical fields.

  • Active DoD Top Secret Clearance or higher with Special Program Access.

  • Experience in formal statistical Design of Experiments (DOE)

  • Familiarization with MIL-STD-3022

  • Simulation/Software design and development experience

  • Descriptive modeling with SYSML, UML, and DoD AF experience

  • Campaign, Mission, and Engagement Analysis experience

  • CAM and EVMS experience on program(s) of record

Salary Range: $142,200.00 - $213,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
