As part of UK Research and Innovation (UKRI), the Science and Technology Facilities Council (STFC) develops and exploits frontier research in particle physics, astronomy, nuclear physics and space science through activities at UK universities and its own national laboratories, working internationally through a range of long-term collaborative research projects. STFC also builds and operates many of the UK’s largest multi-disciplinary research facilities at our research and innovation campuses.
About the role
We are looking for a Data Manager to join the STFC Programmes Directorate (PD). Programmes is responsible for implementing STFC’s core programme across particle physics, astronomy and nuclear physics. This includes the associated high performance computing, and STFC's delivery of education, innovation, training, international and public outreach activities. We also manage and oversee the subscriptions to UKRIs largest international facilities and organisations, supporting DSIT in their governance, as well as linking to the relevant scientific communities through our advisory panels.
This role will support the provision of data and analysis for the whole directorate, as well as work across STFC and UKRI more widely, working with the retained data and analytical functions across UKRI, and developing analytical solutions with other areas.
As part of the role you will have the opportunity to work in a range of areas and projects.
Working with the Head of Data and Reporting, this role will:
• lead on the collective data and analysis needs of STFC’s Programme Directorate (PD), which involves working in close partnership with other areas of STFC (Strategy, Planning and Communications, for example) and UKRI
• work with data and analysis colleagues across UKRI, inputting into data groups, discussions and projects and coordinating better alignment where possible
• co-ordinate the reporting, monitoring and evaluation of STFC PD’s grant portfolio and be the central liaison point for STFC PD analysis
• provide performance metrics which will support and advise colleagues on research and innovation funding and allocation decisions based on knowledge and careful interpretation of the evidence base on the impacts of our investments
• produce ad-hoc support across the organisation using a variety of analytical and statistical methods
• interpret and analyse and present data from across STFC and UKRI
• provide analysis based on STFC Grant data combined with wider STFC and UKRI data to inform strategy and planning, including input to government spending reviews and budgets
• ensure that STFC PD’s data capture, curation and administration processes are efficient and fit for purpose. Meeting obligations for reporting, analysis and evaluation which meet the requirements of STFC, UKRI and many external stakeholders
• advising on STFC Programme Directorate data and reporting requirements within wider STFC and UKRI at all levels
• develop and implement analytical and operational reporting frameworks for STFC’s programmes and initiatives, aligning with UKRI processes and practices as far as possible
• foster a collaborative, collegiate approach across virtual teams in support of collective working. Planning, managing and delivering a portfolio of projects and activities with different timescales, priorities and delivery mechanisms
• co-ordinate STFC responses to external requests for data and information, including parliament and key stakeholders
• contribute to STFC landscape mapping projects and supporting portfolio analysis, including integration of internal and external information to support its evidence and evaluation needs
• publish, manage and maintain various data visualisations and dashboards for both internal and public use
• work collaboratively with a wide range of stakeholders, building new links and directly interacting with and influencing stakeholders and customers
• work as part of a team, developing your own technical and non-technical skills, and being an active member of the wider analytical community
Person Specification
The criteria below will be assessed at both Shortlisting and Interview stages.

The cover letter should include evidence to support your application for an analytical role and demonstrate your technical skills in quantitative analysis (including technical experience analysing data with tools such as SQL, R and/or Python, and visualisation tools such as Tableau) and demonstrate your experience against:
• Analytical Skills: Experience in delivering robust quantitative and qualitative analysis, ideally in the context of evaluating funding or policy interventions, including steps taken to ensure it was robust
• Strategic Thinking: Proficient at developing, influencing and executing strategic plans with sound judgement; able to set priorities, allocate resources and drive initiatives aligned with organisational goals
• Leadership Skills: Demonstrate the ability to make well informed decisions, seek opportunities, and articulate a vision to others; provide direction and motivation and lead in the delivery of complex activities and/or team responsibilities including with external stakeholders
• Communication: Excellent written and oral communication skills with keen attention to detail; ability to develop and deliver well-structured, clearly-articulated professional documents and presentations for a range of internal and external audiences
• Planning and Organisation: Ability to plan and prioritise work and that of others to implement frameworks or new procedures to deliver successful outcomes; respond flexibly to changing requirements as required
• Teamwork and Collaboration: Capable of working collaboratively to identify challenges, develop creative solutions and implement changes within a team setting; able to lead the successful delivery of activities internally and externally
