Data Manager / DBA

At GDIT, people are our differentiator. As a Data Manager / DBA Senior you will help ensure today is safe and tomorrow is smarter. As the Database Manager / DBA, you will be responsible for developing and managing data-orientated strategies, processes, procedures, and standards to meet the program’s research data collection and analysis needs. You will develop and maintain the processes and procedures for data storage and sharing, ensuring data integrity and continuously improving data management strategies. Experience with different data file types and formats, e.g., MS Excel CSV files, PostGIS, and GeoJSON. Airport Operations experience or previous experience supporting FAA-related work is desired.

The Data Manager / DBA is responsible for planning, organizing, managing, securing, and archiving data and files generated by the program's functional areas. This includes defining, implementing, and maintaining a logical structure to organize the Program’s data and files. The Data Manager / DBA responsibilities include supporting the design, development, and use of a relational database (s) to support detection and mitigation technology testing and airport applications research. You will coordinate with each functional area to collect, organize, and store work products, deliverables, and raw and processed data files resulting from detection and mitigation technology testing and airport applications research to,                                                                                         

  • Capture network design and as-build network documentation.

  • Identify if/when additional file server storage is needed well in advance of the need,

  • Ensure all data and files are backed up to secondary storage, and verify backed-up files are identical to primary,

  • Archive notes and data generated because of UAS Flight Operations

  • Collect copies of Waiters, COA, Flight checklists, results of UAS pilot check-out, UAS flight incident investigation reports, and copies of the incident reports,

  • Archive notes and data generated during Site Surveys, system installations, Calibration, and Shakedown testing.

  • Collect Copies of all Waiters, COA, Flight checklists, results of training and safety inspections, and mechanical incident investigation reports

  • Archive notes and data generated during Site Surveys, system installations,

  • Collect the draft and final RF/Spectrum analysis reports developed to show whether a Vendor’s System does or does not comply with all SEC and NTIA spectrum regulatory requirements.

  • Collect the detection Vendor system/technology reports, briefings, and analysis submitted as a part of the customer’s Broad Agency Agreement (BAA) process

  • Store results of the GDIT team’s evaluation of the Detection Vendors BAA materials

  • Capture results of Vendor system installation and results of Calibration and shakedown testing,

  • Collect and store raw detection data generated by the detection vendor system/technology, the normalized detection vendor system/technology data, and all Detection Vendor data analysis

  • Data transferred to/from the FAA’s Data Team

  • Collect and store raw data generated during Airport Applications research and the results of analysis of this data.  

  • Copies of the draft and final documents submitted to the customer,

  • The results and deliverable documents generated from the airport applications research


HOW A DATA ANALYST SENIOR WILL MAKE AN IMPACT

  • Demonstrated ability to organize business and technical data and files and to develop standards, controls, procedures, and documentation.

  • Designs and implements data access, device allocation, validation checks, organization, protection and security, and documentation

  • Designs, develops, builds, analyzes, evaluates, installs and administers databases

  • Plans and coordinates how program data is organized and structures and validates any changes to this organization.

  • Acts as a central collection point for all data generated by the program

  • Plans, coordinates, and implements security measures to safeguard the stored program data   

  • Develops standards and user guidelines to access the managed data.  

  • Plans and coordinates with the IT/Network Specialist to implement security measures that safeguard information against accidental or unauthorized damage, modification, or disclosure.

  • Schedules, plans, and supervises the installation and testing of new data management tools

  • Monitors database performance and develops optimum values for database parameters.

  • Specifies users and user access levels.

  • Identifies and evaluates industry trends in data management systems.

  • Familiar with data modeling and design, relational database architecture, metadata and repository creation, and configuration management.

  • Is a self-starter that requires minimal oversight

  • Experience using MS Teams a plus

  • Maintains current knowledge of relevant technology

  • May coach and guide less-experienced personnel.


WHAT YOU’LL NEED TO SUCCEED:

  • Education: Required: Bachelor’s degree in  in Information systems, computer science, computer engineering, statistics or business administration.  Master's Degree, MBA, or PhD in a related field may be substituted for bachelor’s degree and 3 years of experience.

  • Required Experience: 6+ years of related experience

  • Required Technical Skills: Demonstrated capabilities in the following areas – data management, data analysis, analytical thinking, communication, database administration, data governance, and quality management, as well as the ability to interpret complex data to extract actionable insights. 

  • Security Clearance Level: None. Must be able to complete Agency-specific Suitability background check.

  • Required Skills and Abilities: self-starter, continuous learner

  • Preferred Skills: Higher degrees are desirable, as are programs that offer certification, such as the Oracle Certification Program and the Microsoft Certified Database Administrator.

  • Location: On-site at customer site in Southern New Jersey

  • Must have a valid US Drivers License and Passport

The likely salary range for this position is $102,000 - $138,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
