Job Description:

The Data and Research Analyst Lead is responsible for coordinating with the Integrated Planning and Accountability (IPA) team, other College units and external partners to develop and deliver analytics and business intelligence reports, dashboards and metrics to support evidence-based decision making at the College. Primary responsibility of the position: leads the development, implementation and monitoring of data quality and integrity standards, data reporting standards, business intelligence (BI) dashboards, reports and analytics that address issues, requests and business requirements, and provides guidance on the ongoing maintenance and coordination of the department’s program review responsibilities and initiatives, the College’s BI enterprise tool, and non-financial compliance reporting requirements. As one of the IPA team members, the Data and Research Analyst Lead serves as a subject matter expert in all aspects of data from the College’s information systems, administers and responds to security and access issues related to BI deliverables, leads quality assurance testing for all metrics and BI deliverables, designs and monitors issue tracking and resolution log and provides end user support and training related to BI. The Data and Reseacrh Analyst Lead works closely with IPA’s Research and Planning team, and other College stakeholders to coordinate and monitor efficient and expedient responses to data and information requests and analyses

Qualifications Required:

Education and Experience

  • Completion of a Bachelor‘s Degree in one of the quantitative or social sciences subject areas, which include subjects such as inferential statistics, research methodology, computer programming and database management courses.
  • Six (6) years of recent related experience in business analysis, data warehousing, and the implementation of Business Intelligence tools and analytical applications.  Experience within a post-secondary educational setting, as well as experience leading teams or projects, are considered assets.
  • Additional industry training in programming languages and software development techniques (e.g. Java, SQL, Oracle, design methodology, project management) preferred.
  • Ellucian Banner experience an asset.
  • Workday experience an asset.
  • An equivalent combination of education and experience may be considered.
  • Demonstrated knowledge of development languages such as Oracle SQL/PLSQL, JSP, C++, PHP, HTML and JavaScript
  • Hands on experience with data visualization tools and BI platforms such as Tableau (preferred), Information Builders, Qlik View, etc. and data warehouse technologies.
  • Demonstrated knowledge in relational database programming (preferably Oracle DBMS and its development tool suite).
  • Demonstrated knowledge of modern systems analysis, programming, testing, and software implementation techniques, procedures, and methodologies.
  • Advanced knowledge in software development in a Windows environment.
  • Working knowledge of data analysis, data mining, data governance, data warehousing and analytics; best practices on metadata development, retention and storage; relational and dimensional modelling technique

  • Ability to develop efficient, optimized, sustainable, well documented code.
  • Ability to apply project management fundamentals to leading projects and programs.

  • Be able to prepare executive level reports and presentations as needed for communication purposes.
  • Provide advice and support to users on the use and operation of application systems.
  • Organize and manage time to meet deadlines.
  • Effectively contribute to the overall improvement of department services and operations, team spirit, and morale.
  • Work both independently and as a member of a committee or team.
  • Work harmoniously with others.
  • Aptitude to learn new languages, methodologies, tools and technologies for software applications and programming.
  • Perform duties to meet established policies, practices and standards.
