JOB DESCRIPTION:
This position reports directly to the Office of Cannabis Policy’s Director of Data Analytics.
The Senior Data Analyst will perform consultative services working with State agencies to gather, process and aggregate data that will directly influence the policies and processes adopted by the OCP. The Senior Data Analyst will produce complex data queries and a wide variety of electronic dashboards, charts and business reports. The Senior Data Analyst will also be responsible for determining the best way to present selected metrics to OCP leadership and will serve as a mentor to other Data Analytics team members. The Senior Data Analyst will resolve operational and data related issues that may arise in the track and trace, licensing, and compliance systems so that the OCP can best achieve their goals and objectives.
Specific duties include:
- Collects, analyzes and organizes complex datasets, facilitates electronic data exchanges with a wide variety of agencies and systems, and produces summaries, reports and informational dashboards.
- Carries out data collection, data clean-up, and report development assignments related to OCP’s data lake.
- Develops effective, sustainable, and repeatable data management processes and trains other staff on these processes.
- Monitors OCP’s data lake and related data feeds and system interfaces to ensure proper operation.
- Actively works to safeguard sensitive and/or confidential data housed in OCP related systems, reports, electronic dashboards, databases, and websites.
- Partners directly with Office of Information Technology (OIT), OIT-Project Management Office, Professional and Financial Regulations and/or external software vendors to support OCP related initiatives.
- Monitors OCP’s licensing, track-and-trace and compliance systems and related data feeds and system interfaces to ensure proper operation.
- Trains OCP staff and contractors on the proper use of OCP systems and provides operational assistance when necessary.
- Performs business and/or data analysis tasks as assigned by OCP senior leadership.
- Serves as a mentor for other Data Analytics staff and advises OCP leadership of potential enhancements to existing systems and/or processes that would better support our operational needs and overall mission.
- Accurately captures OCP business processes, translates business processes into system and/or data requirements, and develops project plans to help ensure that developed solutions match evolving rules, regulations, and procedures.
- Identifies and advises OCP senior leadership of emerging industry trends and related public health and/or public safety issues related to cannabis.
- Facilitates the development of performance measures; integrates performance measures into business processes; and tests, audits, and validates system improvements.
KNOWLEDGES, ABILITIES AND SKILLS REQUIRED:
- Knowledge of statistical analysis techniques
- Proficient in SQL
- Proficient in a programming language used for data analysis (e.g. Python, R)
- Proficient in Microsoft 365 (Word, Excel, PowerPoint)
- Proficient in Microsoft Power BI
- Experience with Microsoft Azure, or other cloud hosting platform
- Knowledge of database design principles & tools
- Knowledge of and ability to implement export, transform, load (ETL) processes
- Ability to work effectively within an agile project management system.
- Ability to autonomously translate feedback from non-technical stakeholders into technical requirements.
- Ability to organize work and document progress.
- Ability to write technical documentation and reports.
- Ability to work independently with minimal supervision.
- Ability to serve as a technical mentor to other team members.
- Ability to obtain, synthesize, and integrate a broad range of data, including regulatory information, industry trends, public health, and public safety datasets.
- Ability to identify and track key metrics that can be used to accurately represent industry trends and/or areas of specific interest.
MINIMUM QUALIFICATIONS
- A six (6) year combination of education and/or professional experience in data analysis, data management, business information systems, systems analysis, business analysis, and/or related field.
- A demonstrated ability to help establish, maintain, and debug cloud-based database systems.
- A demonstrated ability to electronically obtain, aggregate, query, analyze and properly manage a broad range of data sets from disparate sources for use in analytic reporting initiatives.
- Practical experience with modern data query languages, data management toolsets, data scrubbing and data transformation processes, data lakes and/or data warehouses, and data management best practices.
- Practical experience with modern data presentation toolsets, including charts, graphs, tables, spreadsheets, reports, and dashboards (e.g. Tableau, SQL Server Reporting Services).
- Practical experience working as part of a data management unit and serving as a technical mentor for other team members.
- A demonstrated ability to develop meaningful metrics and/or key performance indicators used to monitor and improve upon a variety of business processes, and to monitor the overall health of systems, business processes, market operations and evolution.
- A demonstrated ability to perform independent research and analysis on complex datasets to identify patterns, trends, and emerging areas of interest or concern.
- A demonstrated ability to communicate complex concepts to a diverse group of individuals in a logical, methodical, professional, efficient, and effective manner, separating out the “signal-from-the-noise”.
- Knowledge of the cannabis industry.
- Experience working with public health data.
