As a key member of our dynamic team, the Manager of Institutional Data Governance (IDG) plays a pivotal role in transforming the University’s data governance strategy into actionable, impactful results. The University is committed to fostering a culture of data-driven decision-making, and this role is central to achieving that vision. As institutional data continues to expand in both volume and complexity, the need for its strategic and efficient use is critical. Data only holds value when it is easily accessible, well-organized, and reusable—enabling impactful decision-making and insightful reporting across all levels of the University of Toronto.
In this leadership position, the Manager will drive the development and execution of the University’s data governance strategy, ensuring alignment with institutional goals and promoting a cohesive approach to data management. This role will engage with key stakeholders, including data stewards, analytics teams and data consumers to establish and implement best practices for data stewardship and governance.
The Manager will also work with partners in information security, privacy, legal and IT to build data management capabilities within the University by developing best practices, training and communication programs. This role will provide education for key stakeholders on data management concepts, the appropriate usage of data, enterprise master data management, data access, and data quality concepts, enterprise decision-support concepts, rules on data access, and other data-related issues.
The Manager will work with teams to maintain a master list of available data sets, reports, and analytical tools, and respond to requests for access by institutional analysts and decision makers ensuring that that the use of institutional data conforms to and is consistent with the highest standards of analysis, proper interpretation and respects appropriate confidentiality considerations. The Manager will advise on data structures for business intelligence data warehouses/data lakes. The role will also coordinate responses to internal and external requests for data, directing clients to existing reports or to the appropriate data stewards and subject matter experts throughout the University.

Qualifications:
EDUCATION:
• Master’s Degree in research methodology and statistics (or in Business Administration, Economics, Mathematic with equivalent analytical experience) or equivalent combination of education and experience.
EXPERIENCE:
• Minimum ten (10) years’ related experience in successfully delivering data governance program initiatives to drive data-driven decision making
• Solid knowledge of data governance frameworks, regulations and industry best practices
• Strong leadership skills in overseeing cross-functional teams
• Experience collaborating and interacting with senior administrators and providing advice and expertise;
• Experience in negotiating sensitive and complex agreements
• Experience in project management, team building, and training
• Experience working in a complex higher education environment at a senior level an asset
SKILLS:
• Excellent writing, communication and presentation skills
• Excellent project management and team leadership skills
• Detail-oriented, strong analytical and conceptual thinking
• Knowledge of CRM and Student Information Systems, cloud-based platforms (e.g. Azure) and data governance tools
• Excellent working knowledge of MS Office suite of products: Word, Excel, PowerPoint

• High energy level and ability to simultaneously lead multiple complex projects
• In-depth understanding of all aspects of University organization, inter-relationships, policies and procedures, particularly financial and enrolment matters
