THESE POSITIONS ARE ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE STAFF ANALYST.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Financial Services (DFS) / Payment Services Department processes payments for a variety of program areas, including Foster Care, Preventive Services, Close to Home, Subsidy Payments, and all agency administrative payments. The Payment Services Department is responsible for ensuring that all agency contract, subsidy, and administrative payments are issued in a timely manner, and in accordance with governing directives. In total, the Payment Services Department is responsible for the issuance of over $2 billion in payments per year.
PASSport payment unit within DFS-Processes over 3,390 payments across nearly 300 contracts including Preventive, Family Enrichment Centers (FEC), Homemaking, Community Partnerships, Parent Advocate, Analytic, Limited Secure Placement (LSP), Non-Secure Detention (NSD), Non-Secure Placement (NSP) Aftercare and other DYFJ human services contract payments. These programs are complex and require expedient processing of invoicing. The Payment Analyst must be proficient with computer systems and programs such as the New York City Financial Management System (FMS), the New York State Benefits Issuance and Control System (BICS), PASSPort and other internal systems to complete work assignments
Reporting to the PASSPort Support Director, the Data Specialist Supervisor is responsible for ensuring the timely analysis of invoice and payment processing through PASSPort. Where applicable, the Data Specialist Supervisor will provide guidance to ACS Division staff on their provisioned role(s) within PASSPort; and provide technical assistance on areas impacting order fulfillment, delivery of goods, processing invoices, or processing payment. The Data Specialist Supervisor will also provide supervisory oversight for the data management and cycle times of invoice review; as well as the issuance of payments to provider agencies and vendors through PASSPort; ensuring both the accuracy and timely issuance of the entire invoicing / payments cycle.
Tasks and responsibilities include, but are not limited to:
- Develop fluency and expertise in PASSPort.
- Provide administrative and supervisory oversight for the data management – measuring the cycle times, and accurate and timely review of invoices and issuance of payments to provider agencies and vendors.
- Prepare spreadsheets and reports for management as needed.
- Provide authoritative interpretation of complex problems.
- Provide analytic and technical assistance to Administrative and Contract Management staff throughout ACS Divisions, on reviewing / reconciling requisitions and invoices in PASSPort.
- Report all discrepancies and issues to the PASSPort Support Director.
- Research and resolves vendor- / provider-related issues and agency-wide concerns, impacting service delivery and / or invoice / payment processing.
- Liaise between ACS Divisions, City agencies, MOCS, vendors, contracted provider organizations, and other entities as appropriate.
- Provide technical assistance to ACS staff, on the diverse roles provisioned through PASSPort.
- Utilize computer systems and programs such as the New York City Financial Management System (FMS), the ACS Financial Management System (ACSFMS), MS Excel, MS Outlook, and other internal systems to facilitate work assignments.
- Maintain standardized payment processes and procedures, ensuring compliance with regulations, directives, and standards from City oversight entities, such as the New York City Comptroller.
- Assist ongoing maintenance of records management plan, as needed.
- Respond to inquiries and assists with all customer service inquiries from ACS staff, contracted providers, and vendors.
- Perform related tasks and special projects, as necessary.

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
