Job Duties

The Virginia Department of Human Resource Management (DHRM) is the central human resource agency for the Commonwealth of Virginia. DHRM is responsible for introducing technology and system solutions for the management of people-related data and processes. The Senior Data Scientist & Data Governance Lead will lead the Data Analysis team, leveraging advanced analytics, statistical models, and data-driven insights to enhance decision-making and optimize business processes. This position will integrate cloud-based analytics platforms, ensure robust data governance, and drive innovation in data visualization, automation, and reporting to meet DHRM’s evolving needs.

The individual in this role will provide high-quality statistical, and quantitative data analysis and reporting using scientific methods, processes, algorithms, and systems to extract knowledge and insights from structured and unstructured data and apply knowledge and actionable insights from data across a broad range of application domains. The employee will need to understand how to create and manipulate large data sets and use data normalization and cleansing tools to meet the needs of DHRM customers. To ensure adoption by the business, this position will be required to ensure the quality of each dashboard release, and data refresh, and adhere to a regular refresh and dashboard publishing schedule.

The incumbent of this position will be responsible for performing the following functions:

· Supervise a team of data professionals and foster innovation in data analytics and big data management.
· Oversee and optimize the agency’s data warehouse, ensuring cloud-based storage solutions such as Azure and Snowflake remain efficient, scalable, and secure.
· Lead the development of predictive models to improve HR analytics, employee engagement, and workforce optimization.
· Implement data integration solutions to provide dynamic insights for stakeholders.
· Ensure enterprise-wide data accuracy, quality assurance, and compliance with state regulations.
· Build and maintain interactive dashboards using Microsoft Power BI and other visualization tools to provide actionable insights.
· Conduct data cleansing, transformation, and normalization for improved reporting.
· Drive the adoption of advanced statistical methods, including regression analysis, cohort analysis, and forecasting techniques.
· Establish and lead the agency’s Data Governance Program, implementing best practices for data integrity, accessibility, and security.
· Engage with business and IT stakeholders to align data initiatives with DHRM’s strategic vision.
· Maintain strong knowledge of DHRM application infrastructure architectures and environments.
· Continuous system improvement and customer focus within agreed standards and timelines are keys to satisfactorily performing this role.

Minimum Qualifications

· Expertise in statistical modeling and data-driven analytics.
· Proficiency in cloud platforms (Azure) and data pipeline orchestration.
· Experience with modern data warehousing technologies, such as Snowflake.
· Advanced knowledge of SQL, Python, R, and big data processing frameworks.
· Experience leading cross-functional teams and managing large-scale data projects.
· Ability to design, deploy, and maintain scalable data models.
· Hands-on experience with data visualization tools, including Power BI.
· Detailed knowledge of relational databases and supporting application design and development tools and languages.
· Experience with Descriptive analytics, Regression analysis, and Cohort analysis.
· Experience with statistical research techniques, including modeling, data mining, clustering, and segmentation.
· Knowledge of data privacy laws (GDPR) and compliance frameworks.
· Strong interpersonal, leadership, and stakeholder engagement skills.
· High school graduate or equivalent.

· Microsoft Azure Data Scientist Associate or Azure Developer Associate
· Microsoft Power BI Analyst certification
· Snowflake certification
