POSITION PURPOSE:

Under the direction of the EBL Quality Manager or Quality Director, will perform interface directly with projects to support start-up, execution and closure to ensure the North Wind Group quality program is implemented as required and that project quality is in alignment with regulations, procedures and practices at North Wind.

Provides quality assurance and data management program development and implementation support including development and evaluation of quality assurance procedures and instructions; leads/ participates in quality assurance oversight activities including internal and external surveys, audits, surveillances, and assessments; and interfaces with NW organizations performing activities affecting quality.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Review contract/project requirements and oversee/assist in the establishment of the plans and procedures that will ensure compliance with requirements.
  • Coach and mentor project organizations on quality program requirements and implementation strategies.
  • Maintain and implement the requirements of the NW ISO-9001 and NQA-1 compliant Quality Management System using a graded approach.
  • Provide quality indoctrination and training.
  • Lead project workers and management in quality culture and company expectations.
  • Lead or support performance of Audits/Assessments of projects and/or subcontractor/vendors (such as laboratories) to ensure adequacy of the processes and delivery of submittals for clients.
  • Prepare Uniform Federal Policy Quality Assurance Project Plans (UFP-QAPP), Sampling and Analysis Plans, Project Quality Control Plans, Field Sampling Plans and other documents as needed.
  • Identify and support nonconforming items, corrective, preventive and improvement actions.
  • Provide input and review of project proposals, purchase orders, plans, work documents and deliverables.
  • Maintain quality records in accordance with corporate quality system.
  • Establish and define data quality within North Wind and the guidelines for assessing data quality.
  • Develop and maintain the laboratory quality and assessment procedures and processes.
  • Provide project quality support to ensure compliance with project data requirements customer and overall DQO requirements are met.
  • Maintain close working relationship with Project Manager and/or Quality Assurance Manager on all data and laboratory quality issues.
  • Manages and resolves issues in conjunction with the Project Manager and/or Quality Assurance Manager and the project manager.
  • Provide input and review of project proposals, purchase orders, plans, work documents and deliverables.
  • Creates, updates, and maintains laboratory utilization and performance reports.
  • Stops work, if necessary, to resolve matters that affect safety or quality.
  • Establish and coordinate quality improvement efforts.

MINIMUM QUALIFICATIONS:

    Education and Experience:

    • Bachelor’s Degree and 7 years relevant experience.

    Skills and Abilities:

    • Ability to utilize multiple word-processing and database applications including MS Office applications, Word, Excel, Access, EQuIS, SharePoint, as well as Adobe Acrobat, etc.
    • Demonstrated ability to work accurately, follow instructions/schedules/timelines and handle multiple priorities.
    • Strong written and verbal communication skills, ability to prioritize, attention to detail and organizational skills.
    • Excellent proof-reading and writing skills.
    • Excellent interpersonal skills; work effectively and cooperatively with all levels of management, staff, and client.
    • Ability to advocate and enforce Company policies, procedures and employee programs.
    • Ability to work independently, as well as part of a team, and make decisions, exercise good judgment, work under pressure, work with minimal supervision and prioritize workload.

    Special Requirements:

    • Ability to obtain security clearance.
    • Travel is required.
    • Prefer environmental experience. NQA-1 experience a plus.
