About the role

Join the Evaluation Services Team in the Senior Analyst, Operational Policies and Programs position.  You will serve as an internal expert, with strong data analysis skills, to support program evaluations and advisory services that inform various sectors at CMHC. You will provide research, analyze data and draft reports on key findings and recommendations, highlighting strengths and challenges, to inform housing programs and/or advisory work. In this role, you will maintain a thorough grasp of the internal and/or external environment with the objective of incorporating insights on the housing sector and best practices in evaluation. 

 

This is a temporary position until December 31, 2026.

 

What you’ll do:

  • Support project leads to produce evaluation reports that provide key findings and recommendations on housing programs:
    • Select and apply appropriate tools and methodologies to perform quantitative analysis and/or to meet reporting requirements to support evaluations. 
    • Retrieve, organize, clean, analyze, visualize, and extract key insights from complex data and information from multiple sources, to support the development of evaluation reports.
  • Manage deliverables across all phases of an evaluation and/or advisory project (plan, conduct, report and dissemination phases), notably by developing indicators, designing and coding surveys, and conducting data analysis and literature reviews. 
  • Prepare reports, presentations and briefing materials, translating analysis findings into relevant, clear, and actionable insights for different audiences (internal program teams and business stakeholders, senior management, and the general public), and using appropriate data visualization approaches and dashboards.
  • Liaise with internal business stakeholders and external consultants to guide evaluation and advisory work.
  • Analyze options to enhance and automate data management, extraction, administration, and analysis, and reporting practices.
  • Monitor the internal and external operating environment with respect to guidelines, policies and practices, which have an impact on internal standards and practices. 

 

What you should have:

  • Undergraduate degree in Economics, Statistics, Social Science, Business Administration, Political Science, Finance or in a related discipline.
  • Minimum of three years of relevant experience, in quantitative data analysis, evaluation and/or housing programming or finance.
  • Proficiency in data analysis, statistical methods and survey design and sampling methods.
  • Experience working with large datasets, including cleaning and processing, and knowledge of statistical software (e.g., R, Python, SPSS, Stata) and data visualization tools (e.g., PowerBI). 
  • Sound analytical skills with demonstrated ability to capture and synthesize quantitative and qualitative information, and to interpret and communicate analysis results to develop clear, actionable recommendations and advice.
  • Strong written and oral communication skills, including the ability to prepare briefing notes, power points and reports, and to effectively target communications to different audiences.

 

It would be great if you also had:    

  • Experience conducting evaluation work, with knowledge of standards and best practices, including Treasury Board guidelines on evaluations.
  • Bilingualism (English and French).
  • Knowledge of housing policy and/or housing programming or housing finance.
  • Experience working with housing, socio-economic, or administrative datasets.
