The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as an IT Development & Data Manager.
This position oversees the development and data management for VITA's Internal Application portfolio. Key responsibilities include providing senior technical leadership, managing staff and budgets, planning, project oversight, and contributing to performance management.
The role involves establishing and executing strategies and work plans for the technical development team to adapt to evolving needs and requirements.
This position demands extensive technical and project management experience to ensure the successful direction, coordination, development, implementation, and completion of web and app projects in compliance with VITA and COVA strategies, business objectives, and the SDLC lifecycle.
Additionally, the role includes overseeing the architecture, implementation, and maintenance of data infrastructure, including data warehouses, data lakes, and storage solutions, while ensuring data governance policies for quality, privacy, security, and compliance with VITA and COVA policies.
The position is responsible for ensuring that technical solutions align with the agency's business requirements and goals. Key customer interfaces include CIO, CSRM, PMD, internal VITA teams, VITA Directorates, and vendors.
The role also ensures the successful procurement, development, and implementation of applications that support the agency's mission through effective planning, business analysis, requirements definition, systems design, development, implementation, maintenance, and enhancement.

Minimum Qualifications
Proven senior leadership experience with hands-on expertise in developing business technology solutions, web and application development, architecture, integration, database management, and service delivery.
Extensive experience managing a large, complex, mission-critical IT and application portfolio.
Skilled in analyzing complex customer requirements, proposing technical and development solutions, estimating level of effort all within project team activities.
Expertise in managing and performing custom development of customized solutions, including third-party products and frameworks such as Microsoft Dynamics, RSA Archer and .NET framework.
Significant experience with application customizations, server-side code, custom business logic, integration modules, web services, workflow assemblies, and plug-ins.
Expertise in project quality assurance activities, including performing technical QA reviews of code and code documentation.
Proven ability to oversee data governance programs ensuring data integrity, security, and compliance, while enforcing data quality standards, managing the data lifecycle, and utilizing data analytics to generate actionable insights for business decision-making.
Significant experience managing technology professionals, with a proven ability to motivate and challenge staff in a collaborative, matrixed organizational structure, as well as strong ability to work independently and manage multiple priorities.
Ability to manage organizational change related to new technology implementations.
Excellent verbal and written communication skills, with the ability to collaborate effectively with both technical and non-technical personnel on business and technical matters.
Experience in vendor management for staff and system implementations, including integrating third-party software.
Additional Considerations
Preferred experience advising C-level executives directly.
Experience serving in a senior Information Technology architecture role is preferred.
Microsoft Dynamics development experience is highly preferred.
