Job Description:

We have one full-time Limited Duration opportunity in the Information Systems Division at the Secretary of State located in Salem expected to continue through June 30, 2025. At this time, the position is Limited Duration through June 30, 2025, and may be extended based on business need or may become permanent.

We will also consider a Job Rotation for current, regular status State of Oregon employees in good standing in a permanent position (this includes regular status employees who have completed trial service) and have approval from their supervisor before applying. SALARY:

$8,001 - $12,129/per month Non-PERS Rate

$8,480 - $12,857/per month PERS Rate

WHAT YOU WILL DO:

The Data Engineer position is an exciting new role for our agency and will be vital in our journey to implement a collaborative, effective, and efficient data-driven solutions culture that emphasizes data security and customer service.  As part of the Application Development team, this position acts as the primary expert in data engineering, in automating and improving data pipelines, and provides senior-level data development, data infrastructure management, and data engineering toolchain platform and technical expertise.   

This position is responsible for strategic planning, new construction, and ongoing support of data operation services such as cloud/on-prem platforms, release management, integrations, deployment, automation, data development environments, and other related services using technologies primarily in the data engineering domain.  This position will support multiple complex data systems, containerized databases, and data architectures in a hybrid hosted environment to enable effective data migrations, creation of more efficient application solutions, and to facilitate business intelligence and analytics data-driven solutions. This position is critical for modernizing agency information technology applications, is crucial for delivering sustainable data-driven solutions, enabling their maintainability, ensuring their security, improving their delivery speeds, and for minimizing the operating and enhancement costs associated with modern solutions.  

You might be a great fit if you have experience or a desire to work with a variety of data related technologies, tools, platforms, and if you have knowledge or experience in data engineering or software engineering philosophies, practices, and design patterns such as, but not limited to: ETL, ELT, Lambda, Kappa, Data Lake, Data Warehouse, Data Lakehouse, Data Fabric,  SecDevOps, SOA, microservices, gateway APIs, integration platforms, real-time and event-based monitoring, data performance monitoring,  Web APIs, REST, JSON, SOAP, WebRTC and similar technologies, protocols, and methodologies. Your application must demonstrate education and/or experience in the following:

(a) Seven (7) years of information systems experience in planning, designing, developing, and maintaining complex data systems and data architecture for software and data applications*.  

OR

(b) An Associate's degree* or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;

AND

five (5) years of information systems experience in planning, designing, developing, and maintaining complex data systems and data architecture for software and data applications*.  

OR

(c) A Bachelor's degree* in Information Technology, Computer Science, or related field

AND

three (3) years of information systems experience in planning, designing, developing, and maintaining complex data systems and data architecture for software and data applications*.  

OR

(d) A Master's degree* in Information Technology, Computer Science, or related field

AND

one (1) year of information systems experience in planning, designing, developing, and maintaining complex data systems and data architecture for software and data applications*.  

* Years of experience in data development/engineering may substitute for information systems experience if it includes working on application/software development teams to deliver software applications.

As the most competitive candidate, your application will demonstrate the following requested skills and experience:

  • Demonstrated skills in communication, verbal and written, with the ability to create presentations of technical subject matter, for both technical and business-technical audiences, that translates critical information effectively.  

  • Strong leadership, interpersonal, and conflict management skills with the ability to establish and maintain effective working relationships with superiors, peers, and other functional teams or business partners. 

  • Planning skills with demonstrated ability to manage and prioritize multiple operational and project tasks at once, including responsibilities under conflicting and time-sensitive deadlines. 

  • Ability to explain complex data development concepts and challenges to general IT team members and complex technical data engineering and DataOps concepts to infrastructure and application development teams. This may include translating concepts into tangible prototypes or production systems.  

  • A clear understanding of the relationship between the Software Development Lifecycle (SDLC), data lifecycle management, data engineering, data pipelines, front-end and back-end application layers, application programming interfaces, DataOps, and infrastructure automation. 

  • Knowledge of software and data security best practices and experience implementing security measures into data solutions or services maintained. 

  • Knowledge of data processing techniques and technologies. 

Preference may be awarded for:

  • Degree or certifications with a focus on data engineering or data integration.

  • Professional experience with data engineering frameworks utilizing modern data engineering architectures (Data Lake, Data Mesh, Kappa, Lambda, etc.) 

  • Professional experience with data engineering programming languages (Python, Spark, Hive, etc.) 

  • Professional experience designing, estimating, and executing data operations for complex software projects.  

  • Professional experience with Azure data tooling (Microsoft Fabric, Azure Synapse Analytics, Azure SQL and Cosmos DB, Azure Arc, Azure Data Studio, Azure Databricks)  

  • Professional experience with cloud technologies (Azure, AWS, GCP) 

  • Professional experience with automation and DB containerization tooling (Docker, Kubernetes, Azure Cosmos DB, etc.)
