Overview:

The incumbent will serve as both a Data Science Analyst and Business Analyst within the Division of State Human Resource Management, providing research, data analytics, and project support for the Division of State Human Resource Management. This position is responsible for identifying and communicating data driven insights that allow managers, stakeholders, and other executives to make strategic business decisions. The incumbent will assist in developing innovative approaches and in analyzing identified challenges within the State Personnel System (SPS); determining root causes; developing solutions; implementing governance; writing reports; analyzing data sets; and providing data-based recommendations and reports on personnel issues. The duties and responsibilities of this position encompass data analysis and evaluation to inform solutions and provide consultation and subject matter expertise regarding trends and patterns impacting programs managed by the department.
Duties & Responsibilities
Business Analyst / Project Support: Contribute to the strategic direction of statewide projects impacting the SPS by coordinating special initiatives, conducting research, gathering and posting information for centralized access, recording and communicating action items, and reporting on project status as needed. Design surveys, opinion polls, or other instruments to collect data. Work closely with vendors procured by the division to review and provide feedback on work products. Assist in developing and managing software solutions to collect and analyze data that will be used to inform solutions and provide governance. Develop information materials and respond to inquiries related to ongoing projects. Assist in creating data driven presentations to inform senior policy makers on current projects and upcoming needs.
Data Analysis: Mine data and metadata from primary, secondary, and tertiary sources, then reorganize the data in a format that can be easily read. Clean and manipulate raw data using statistical software. Use statistical tools to interpret data sets, paying particular attention to trends and patterns that could be valuable for diagnostic and predictive analytics efforts. Develop advanced quantitative models using a variety of tools to support predictive assessments. Apply sampling techniques to determine groups to be surveyed or use complete enumeration methods. Identify business problems or management objectives that can be addressed through data analysis. Identify relationships and trends or any factors that could affect the results of research. Identify solutions to business problems, such as recruitment, retention, and compensation levels using the results of data analysis. Test, validate, and reformulate models to ensure accurate prediction of outcomes of interest.
Reporting: Prepare reports and graphical presentations that effectively communicate trends, patterns, and predictions using relevant data. Assist with the preparation of the State’s Annual Workforce Report. Create graphs, charts, or other visualizations to convey the results of data analysis using specialized software.
Consultative and Technical Assistance: Provides consultative and research services to management, state agencies, and the public.
Communication: Create appropriate documentation that allows stakeholders to understand the steps of the data analysis process and duplicate or replicate the analysis if necessary. Communicate model behavior and results to Department leaders and other stakeholders. Deliver oral or written presentations of the results of mathematical modeling and data analysis to management or other end users.
Training: Complete topic research and train internal and external partners on key data analytics initiatives. Read scientific articles, conference papers, or other sources of research to identify emerging analytic trends and technologies.
Access to Confidential and Exempt Information: Assists state managerial employees as defined in s. 447.203(4), F.S., and has direct access to and regularly works with State Personnel System information relating to labor relations, negotiations, and collective bargaining that is confidential and exempt from public records, as provided in s.447.605, F.S. If disclosed, this information could provide an employee organization with an advantage at the bargaining table or in the administration of the collective bargaining agreement. Also has direct access to information relating to employee/employer relations, human resource management, and/or budget preparation and administration information, the improper disclosure of which is prejudicial to the state. The incumbent in this position is a confidential employee as defined in s. 447.203(5), F.S.
Access to Sensitive Information: Works occasionally with employee records containing personal identifying or medical information, the handling of which requires adherence to all appropriate security controls in order to maintain the privacy and integrity of the data.
Knowledge, Skills, and Abilities:

- Establish and maintain effective working relationships with others.
- Proficiency in Microsoft software, including Office, Teams, OneDrive, and SharePoint.
- Familiarity with data modeling and data architecture.
- Familiarity with data mining and data cleansing techniques.
- Familiarity with data analysis and evaluation.
- Familiarity with mathematical and statistical skills to help gather, measure, organize, and analyze data.
- Proficiency with business analytics/visualization tools, such as PowerBI, Smartsheet, etc.
Minimum Qualifications:
- At least 8-10 years of professional experience in data analysis, preferably in Human Resources.
Preferred Qualifications:
- A bachelor’s degree in a related field may be used to substitute for up to four years of required experience.
- Knowledge of the People First data warehouse.
- Proficiency in PowerBI and Smartsheet.
