Job Description Summary
The Flood Planning Data Department supports the regional and state flood planning programs at the Texas Water Development Board. We are looking for an analyst to join our team who is motivated by our mission, can learn quickly, and will function well as part of our team.
Performs complex (journey-level) data and GIS analysis and research. Work involves creation, modification, and evaluation of spatial data using ArcGIS, Excel, Python, and other tools. Assists with quality checks of department data and region submissions. Evaluates new data sources. Produces statistics and maps and contributes to process creation and documentation. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Additionally, the Data Analyst IV classification oversees the development, analysis, and summary of regional and state flood planning data sets and their associated computer applications. Develops, implements and monitors specialized projects pertaining to regional and state flood planning. Trains staff. Works under moderate to general supervision, with limited to moderate latitude for the use of initiative and independent judgment. Reports to the Manager of the Flood Data Department within the Flood Planning Division.
Essential Job Functions
- Reviews and evaluates regional flood planning data for contractual compliance.
- Performs quality control reviews of assigned tasks and work outputs.
- Contributes to GIS support for the division with maps and ArcGIS Pro projects files.
- Uses, modifies, and develops department Python scripts for data processing.
- Coordinates with other agency departments as needed for projects.
- Assists with managing contracts with external vendors and contractors.
- Processes and summarizes state flood planning data in response to data requests from legislature, the Board, and other key stakeholders, or internal agency staff.
- Evaluates incoming or potential data sources and provide clear and concise reports.
- Contributes to the development, documentation, and maintenance of regional and state flood planning datasets and their associated computer applications.
- Maintains thorough documentation and follow division procedures.
- Maintains confidential and sensitive information.
- Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
- Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
- May be required to operate a state or personal vehicle for business purposes.
- Performs other duties as assigned.
Qualifications
- Graduation from an accredited four-year college or university with a bachelor's degree in Planning, Resource and Environmental Studies, Geographic Information Systems, Data Science, Computer Science, Computer Engineering, or a related field.
- Four years of relevant work experience utilizing relational databases, geodatabases, querying tools, importing and exporting, and/or report development.
- Previous experience with geographic information system (GIS) and spatial analysis.
- Previous experience using Python or similar programming language to query, manage, process, and/or validate high-volume data.
- Relevant education and experience can be substituted for each other on a year-for-year basis.
Preferred Qualifications
- Graduate degree from an accredited college or university with major coursework in Planning, Resource and Environmental Studies, Geographic Information Systems, Computer Science, or a related field.
- Experience with a wide range of GIS geoprocessing tools and methods within in the ESRI suite or similar geographic information system.
- Proficiency using Python and related scripting, including but not limited to the arcpy library.
- Previous experience with flood planning in Texas and/or flood planning-related data.
- Previous experience working with high-volume data including data analysis, querying data using Microsoft SQL Server Management Studio or others, data organization storage and visualization.
- GISP, CFM or other relevant certifications.
Knowledge, Skills, and Abilities (KSAs)
- Knowledge of local, state, and federal laws and regulations relevant to the Flood Planning Division.
- Knowledge of the principles and practices of public administration.
- Knowledge of statistics and analyzing data sets, running queries, report writing, and presenting findings.
- Knowledge of Geographic Information Systems principles and practices.
- Knowledge of research techniques.
- Knowledge of relational database management systems.
- Knowledge of flood planning in Texas.
- Skills in using Microsoft Office programs such as Word, Excel, and Access.
- Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
- Skills in using ArcGIS Pro, ArcMap, ArcGIS Online, ArcGIS Hub.
- Skills with ArcGIS analysis tools, including selections, summary statistics.
- Skills with building and modifying geodatabases.
- Skills with programming in general and Python in particular.
- Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
- Ability to make mature, objective decisions and identify areas of potential problems.
- Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
- Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
- Ability to perform assigned duties and improve work habits and/or output.

- Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
- Ability and willingness to travel 10% of the time, primarily within the State of Texas.
- Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
- Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
- Ability to train others.
