GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs advanced (senior-level) web design and development work in support of the Texas Department of Motor Vehicles (TxDMV), Information Technology Services Division. Work involves designing, developing, and maintaining web applications, ensuring website security, optimizing the web infrastructure for efficiency and accessibility, and integrating modern and AI-driven technologies into the web ecosystem.
The Web Administrator IV will be responsible for managing both legacy and modern web technologies, ensuring compatibility and security while transitioning to more advanced solutions where applicable. The position requires a deep understanding of traditional server-based and cloud-hosted web environments, front-end and back-end development frameworks, and AI-powered automation.
Provides guidance to other team members. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Develops, maintains, and secures both legacy and modern enterprise-level web applications and websites for TxDMV.
Manages website infrastructure, including traditional server-based hosting (IIS, Apache, Nginx) and cloud platforms (AWS, Azure, Google Cloud, Vercel, Netlify).
Ensures security and compliance, implementing firewalls, authentication protocols, data encryption, and best practices for legacy and modern web architectures.
Optimizes and maintains traditional websites built with ASP.NET, PHP, and JavaScript, while modernizing web applications using React.js, Next.js, Vue.js, and Tailwind CSS.
Develops and integrates AI-powered tools, such as AI-based search, chatbots, automation scripts, and predictive analytics for website performance improvements.
Supports and enhances legacy applications, ensuring they remain secure, efficient, and integrated with modern technologies.
Manages databases, including SQL-based databases (SQL Server, MySQL, PostgreSQL) and NoSQL databases (MongoDB, Firebase, Redis).
Implements and maintains APIs, supporting REST, GraphQL, SOAP, and JSON-based microservices for seamless integration.
Ensures compliance with Texas Department of Information Resources (DIR) accessibility standards, WCAG 2.1, and Section 508.
Optimizes performance for older websites and applications while developing serverless applications for new web projects.
Develops mobile-friendly applications, ensuring full responsiveness across traditional browsers and modern devices.
Provides guidance and mentorship to junior developers and IT team members.
Stays updated on industry trends, evaluating when to retain, upgrade, or replace legacy technologies.
May travel up to 5% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.

Qualifications
MINIMUM REQUIREMENTS
Education and Experience
- Graduation from an accredited four-year college or university with major coursework in computer science, web design, information technology, or a related field.
- Five (5) years of experience in web development, web administration, or a related field, including experience with both traditional and modern web technologies.
- Experience may be substituted for education on a year-per-year basis.
Certifications: (Preferred but not required)
- Certified Web Professional – Web Administrator (CWP-WA)
- Microsoft Certified: Azure Developer Associate
- AWS Certified Developer – Associate
- Google Professional Cloud Developer
- AI & Machine Learning Certification (Coursera, Udacity, AWS AI Certification)
