The Division of Family and Child Health (DFCH) of the New York City Department of Health and Mental Hygiene is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children. The Division is comprised of the Bureau of Maternal Infant and Reproductive Health, the Bureau of Early Intervention, the Office of School Health (OSH), and the Bureau of Administration. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Providing data management solutions and analyses related to Mental Health Roadmap programming, as requested by Program Staff, Agency Leadership, NYC Public Schools partners, or City Hall.
- Developing and maintaining reports and dashboards for mental health services and trainings.
- Performing both regular and ad hoc analyses around key program questions that pertain to the reach and efficacy of school-based mental health services.
- Participating in planning meetings as required with internal business members and interfacing with clinic users on an as needed basis.
- Evaluating methods and quality of data obtained from over 18 Sponsor Organizations using OSCR platform or mandatory reporting of key metrics.
- Assisting in coordinating OSCR data report dissemination with over 18 SBHC Sponsoring Organizations to document specific quality improvement indicators (QPI) that is used to inform program policies and procedures.
- Interfacing with development team members for programming instruction, best practices, data structure evaluation and code review.
- Developing code for new reporting projects as needed.
- Maintaining and implementing routine update procedures and processes of SQL Server databases.
- Creating and maintaining SQL Stored procedures and SSIS packages as required.
- Troubleshooting data issues, and data inconsistencies on all aspects of the mental health program's data.
- Managing code base supporting database, including fixing bugs, repairing existing code as necessary and developing new code.
- Maintaining and enhancing databases, as necessary.
Preferred Skills:
- Master's degree in related field (data science, statistics, mathematics or related field).
- Advanced quantitative and qualitative analytic skills.
- Demonstrated programming background (Python, R, SAS, SSRS, etc) is essential.
- Experience building reports and dashboards using applications such as SSRS and PowerBI.
- Experience working with health system data, mental health system data in particular, strongly preferred.
- Ability to work cooperatively with multiple providers and key stakeholders from various medical institutions.
- Ability to communicate technical information to both technical and non-technical audiences.
- Previous experience in creating and documenting design specifications preferred.

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
