I- Context et justification:
Dans le but d’avoir une rĂ©ponse cohĂ©rente Ă  l’afflux des rĂ©fugiĂ©s et demandeurs Ă  la suite de la crise sĂ©curitaire du Sahel, le HCR a ouvert en 2024 un bureau multi pays (BMP) pour couvrir les 5 pays cĂŽtiers affectĂ©s par cette crise, Ă  savoir la CĂŽte d’Ivoire (69.219 demandeurs d’asile et rĂ©fugiĂ©s), le Ghana (17 563 demandeurs d’asile et rĂ©fugiĂ©s), le Togo (48 770 demandeurs d’asile & rĂ©fugiĂ©s et 10 171 Personnes dĂ©placĂ©es internes), le BĂ©nin (23 300 demandeurs d’asile & rĂ©fugiĂ©s et 8 785 PDIs) et le Liberia (1 863 demandeurs d’asile et rĂ©fugiĂ©s).
L’UNHCR et les agences nationales pour les rĂ©fugiĂ©s utilisent une base de donnĂ©es appelĂ©e ProGres, dont les divers champs sont entrĂ©s lors des opĂ©rations d’enregistrement individuel des rĂ©fugiĂ©s et demandeurs d’asile. ProGres est essentiel pour informer les programmes des pays hĂŽtes et de l’ensemble des partenaires intervenant auprĂšs des rĂ©fugiĂ©s. Lors de l’enregistrement, diverses contraintes peuvent peser sur la qualitĂ© et la complĂ©tude des donnĂ©es entrĂ©es. Fin 2024, une analyse des donnĂ©es pour la CĂŽte d’Ivoire a rĂ©vĂ©lĂ© diverses lacunes. Afin d’y remĂ©dier, le HCR a renforcĂ© son soutien aux opĂ©rations d’enregistrement et met en Ɠuvre un projet visant Ă  renforcer la qualitĂ© et complĂ©tude de la base de donnĂ©es ProGres pour le BMP.

II- Description de taches:

Le/la titulaire du poste sera chargĂ© d’assurer la qualitĂ© de la base de donnĂ©es ProGres et de toute autre base de donnĂ©es additionnelles pertinentes de l’UNHCR pour la CĂŽte d’Ivoire, le Ghana, le Togo, le BĂ©nin et le LibĂ©ria.


ResponsabilitĂ©s de l’AssociĂ© Ă  la Gestion des donnĂ©es :

Sous la supervision directe de la Senior Protection Officer, l’AssociĂ© Ă  la Gestion des donnĂ©es effectuera les tĂąches suivantes :
‱ GĂ©rer l'utilisation, la maintenance et l'assistance technique des bases de donnĂ©es utilisĂ©es dans le cadre des opĂ©rations, y compris la planification et la supervision de la collecte, de la saisie et de la vĂ©rification des donnĂ©es.
‱ Fournir une formation, si nĂ©cessaire, au personnel du HCR ainsi qu'aux membres du personnel des partenaires (agences nationales pour les rĂ©fugiĂ©s) sur les aspects pertinents de la gestion des donnĂ©es.
‱ Mener des analyses sur la qualitĂ© et complĂ©tude des donnĂ©es de ProGres pour la CĂŽte d’Ivoire, le Ghana, le Togo, le BĂ©nin.
‱ Soutenir les activitĂ©s d'enregistrement, y compris le soutien technique de ProGres et l'assistance sur place.
‱ Analyser les mesures mises en place dans chaque pays pour renforcer l’enregistrement. Identifier les contraintes dans la collecte des donnĂ©es affectant la qualitĂ© des donnĂ©es et proposer des solutions.
‱ Renforcer la vĂ©rification sur site/en temps rĂ©el, le cas Ă©chĂ©ant, Ă©laborer des procĂ©dures standards.
‱ Assurer une vĂ©rification (contrĂŽle qualitĂ©) permanente et superviser un processus permanent d’amĂ©lioration de la qualitĂ© des donnĂ©es.
‱ Produire des outils et procĂ©dures standards permettant d’assurer un suivi de la qualitĂ© des donnĂ©es.
‱ Le cas Ă©chĂ©ant, Ă©laborer des formulaires et des outils pour la collecte et l'analyse des donnĂ©es.
‱ Veiller Ă  ce que la prise de dĂ©cision soit fondĂ©e sur les risques dans le domaine fonctionnel. Faire part des risques, des problĂšmes et des prĂ©occupations Ă  un supĂ©rieur hiĂ©rarchique ou Ă  un ou plusieurs collĂšgues fonctionnels compĂ©tents.
‱ Effectuer d'autres tñches connexes selon les besoins.

Standard Job Description

Data Management Associate

Organizational Setting and Work Relationships
The Data Management Associate is normally supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor. S/he may directly supervise some support staff.
Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Manage the use, maintenance and technical support of databases used in the Operation, including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports.
- Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
- Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management.
- May be required to coordinate with the GIS colleagues to ensure that data collection is compatible with GIS.
- Archive and backup database systems; ensure security of databases; perform database administrator functions.
- Assist in development of new applications/databases needed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly.
- Ensure that the clients' databases are up-to-date by identifying and keeping what is relevant and accurate in an accessible manner.
- May be required to support registration activities including ProGres technical support and on-site assistance.
- May be required to support voluntary repatriation activities including reconciliation of VolRep data from country of asylum and encashment centers, verification of Voluntary Repatriation Forms (VRFs) and coordination with VolRep Centers (VRCs) on information issues.
- Develop forms and tools for data collection and analysis.
- Have access to relevant data and records.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
