Business Intelligence Data Analyst Lead - Contractor - (250002QI)

The Department of Mental Health (DMH) is seeking a dynamic individual to serve in a contracted role as Business Intelligence Data Analyst Lead.  This contract position reports to the Director of Strategy in the Data and Analytics Unit. This role supports the Strategy Director and the Department to provide analytic and technical skills necessary to innovate, build, and maintain well-managed data solutions and capabilities for the DMH.

The Business Intelligence Analyst Lead applies various research methods to mine, collect, examine, analyze, validate, and organize data and derive insights and present information from data analyses to support decision-making. This incumbent will also collaborate with Information Technology Departments to manage and make improvements across a variety of programs and develop policies to integrate data across distinct systems and ensure adherence to laws, regulations, and policies.

 

Duties and Responsibilities (these are a general summary and not all inclusive):

    • Lead the planning, coordination, and implementation of analytics solutions for the Data and Analytics Unit that ensure proper communication and execution with project stakeholders. 
    • Responsible for establishing and ensuring adherence to the principles of data quality management, including metadata, lineage, and business definitions for data and analytical applications. 
    • Act as coach, mentor and motivator to data analysts across DMH and project team members. 
    • Conduct detailed data analysis on data used across business units to evaluate business process improvement that optimizes efficiency and quality. 
    • Design and establish processes that ensure the use of standard data and analytical applications and operationalize the use of data in business decision making.  
    • Provide expertise, translate, and document the business needs to design; and develop tools, techniques, and metrics, dashboards, and reports for insights and data visualization. 
    • Work with IT and business stakeholders to define the data storage systems, data collection systems, data analytics approaches, processes and other strategies that optimize methodological efficiency, quality, and compliance. 
    • Respond to data and product related inquiries to support business and technical teams. 
    • Provide relational database expertise to construct and execute SQL queries to be used in data analysis activities. 
    • Develop reports and queries to extract data from various data warehouses and other sources using various methods (e,g, SQL, API, among others). 
    • Analyze data to identify patterns and trends in data sets using statistical or other techniques. 
    • Test analytics solutions and verify data for accuracy by conducting code walk-throughs, reviewing data patterns, reports, and performance indicators to locate and correct code and process problems, or inaccuracies in source data.
    • Plan, develop, and deliver training on data and analytics concepts, tools, techniques, and data and analytical solutions. 
    • Actively participates in ensuring adequate security measures and procedures are in place to maintain the confidentiality of the gathered data and distribution/access is only made to the appropriate, designated personnel.
    • Performs other related duties as assigned or requested to maintain a high level of service. 
    • Completes required continuous training and education, including department-specific requirements. 

     

    Preferred Qualifications:

    • Proven track record of relevant technical experience; SQL and relational database knowledge.
    • Experience in defining business requirements and technical specifications for technical solutions. 
    • Demonstrated proficiency in designing and developing data models for analytical applications. 
    • Experience working with Business Intelligence (BI) Tools and Software (e.g. MS Excel, Tableau, Microsoft Power BI, Python, SQL Server Reporting Services). 
    • Experience working within process management and improvement methodologies. 
    • Working experience with software test planning and execution. 
    • Knowledge of data governance, data quality management concepts and metadata management tools. 
    • Understanding of System Development Lifecycle (SDLC), Agile development methodologies, software design patterns, network design and architecture. 
    • Knowledge of and ability to perform data analysis and apply query design principles, data visualization, and/or statistical analysis.  
    • Knowledge of project management and business planning
    • Given the population served, bilingual or multilingual fluency

      Period of Service: 

      4/30/2025 - 4/30/2026. Contracts are renewable, subject to the Department approval, performance and allocation of funds

      • Benefits are unavailable with the exception of sick leave accruals.

      • All employees will be paid on a biweekly basis and must have direct deposit.

      Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
