Job Description

Division/Program Summary Description:

The Division of Disease Control's mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus. The NYC Public Health Laboratory (PHL) is one of the largest local public health laboratories in the United States where employees contribute to the health and safety of NYC residents by providing clinical and environmental laboratory testing services. PHL is committed to its mission to safeguard the health of all NYC residents by providing quality laboratory testing services that support the priorities of DOHMH and its community partners to prevent and respond to clinical and environmental public health concerns.

Reporting to the Chiefs of Bioinformatics and Data units and working with a team of Bioinformatics and Data analysts, your role will be focused on data management within and outside the Bureau of Public Health Laboratory. You will meet with your hiring manager to understand the laboratory's data needs, attend data management communities of practice within the agency to understand the standards in the field, all of which will equip you to find solutions to streamline the organization, storage, retrieval and analysis of data at PHL, including but not limited to pathogen genomics data.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Support the onboarding and data management for bioinformatic analysis of current and emergent pathogens.
- Manage the packaging, publishing, and traceability of laboratory data to public repositories such as NCBI and NYC Open Data.
- Manage the data sharing with partners in other bureaus within the agency or external academic partners through secure data sharing mechanisms.
- Manage or support the maintenance of meta-data datasets for laboratory test results including, but not limited to, genomic data through LIS or other internal data systems.
- Conduct routine quality assessment for routine performance measures.
- Implement new analytical tools, automation, and visualization methods to streamline routine reporting and public health investigations.
- Evaluate data, preparing reports, maintaining records, and assisting in the coordination of research efforts of the Agency.
- Identify, troubleshoot, and initiate corrective action for problems in a timely manner.
- Participate in writing original manuscripts for publication based on data analyses.

PREFERRED SKILLS:
- MS or PhD in data analytics, informatics, bioinformatics or related degree.
- Bash shell scripting, R, Python, SQL.
- Knowledge of high throughput sequencing.
- Excellent project management skills and familiarity with project management tools.
- Excellent interpersonal communication skills.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
