The Maine Commission on Public Defense Services is seeking to fill the position of Director of Systems/Data Infrastructure in the Augusta office. 

PDS is an independent commission whose purpose is to provide efficient, high-quality representation to indigent citizens who are entitled to counsel at state expense.  PDS has a statutory duty to ensure that indigent clients are provided with constitutionally and statutorily adequate counsel through appropriate financial and substantive oversight. PDS requires staff familiar with the provision of counsel to design, develop, maintain, and update the systems and processes used to implement that oversight.

JOB DUTIES:

1. Technological Infrastructure Development

    - Designs, develops, or assists in the design and development of agency data collection and reporting infrastructure.

    - Independently design, develop, test, and implement custom data reporting infrastructure for use by PDS staff in overseeing the public defense appointment system

       generally.

    - Designs, develops, test, and implements web forms within the Drupal content management system for data collection and administration pursuant to MCILS rules.

    - Develop technical tools for use by Audit Division in conducting billing inquiries and audits.

    - Develop and implement automations to increase operational capacity and create efficiencies that otherwise do not exist.

    - Design and test SQL queries used to implement rules, to forecast the impact of proposed rules, and increase the agency's reporting capabilities.

    - Maintain the maine.gov/pds public website by creating new content and editing existing content as required by agency operational needs.

    -Develops and maintains agency applications and automations using the Microsoft Power Platform.

    -Develops proposals for systems or software adoption based on a thorough understanding of agency needs and independent research.

    -Anticipates agency's data needs and effectively advocate for those needs when working with external vendors and stakeholders. 

   

2. Internal and External Project Coordination

    -Coordinates with internal and external stakeholders to arrange for data integration and exchanges across disparate systems controlled by different agencies.

   -Coordinates with Judicial Branch and external vendor stakeholders to effectuate an exchange of data between the Judicial Branch, PDS, and PDS's technological

     vendors. 

   -Works with agency website administrators to update the functionality of that website.

   -Works directly with Maine State OIT staff to implement complex data collection, analysis, and distribution workflows and infrastructure.

   -Coordinate with the agency case management system provider web development staff to expand the database infrastructure available to the position for use in

    addressing current and future data analysis projects and requests. 

 

3. Information Analysis

   - Respond to attorney inquiries regarding their own billing data by developing unique (ad hoc) SQL queries for those requests and provide formatted responses.

   -Plan and conduct data analyses on agency data to support various agency operations as requested by agency staff, executive staff, the Commission, and the

   Legislature.

   -Perform verification procedures on analyses conducted pursuant to operational need to provide reasonable assurance that the analysis conducted is complete and

   accurate within an acceptable tolerance of error where appropriate.

  -Drafts systems requirements for internal and external systems development.

 

4. Systems Maintenance

  -Maintain disparate systems used by PDS to oversee substantive attorney work, monitor and manage attorney caseloads, manage attorney information, distribute

   agency information among PDS staff, and report various system metrics both internally and externally. 

   -Maintain new and existing data staging and reporting systems used by PDS.

   -Manage attorney accounts hosted on PDS's website.

 

MINIMUM QUALIFICATIONS

  • A four year combination of education and expereince in information technology, law degree or expereince in a legal setting.
  • Preference will be given to those with a BA/BS and or Law degree
