Position Overview
Under direction, serves as Workforce Development Data Systems and Referrals Manager; assists with technical conceptualizing, designing, and refining of Workforce Development program projects, including, but not limited to, SNAP and TANF programs to promote employability and self-sufficiency. Travels in the performance of duties. This position serves under the administrative direction of the Associate Director, and Bureau Chief, focused on utilizing data and data systems to improve service delivery, data tracking, data integrity, efficient data flow, and reporting statewide. This position requires highly technical experience, strong management and communication, systems analysis background, and stakeholder engagement. Essential Functions

Serves as the Workforce Development Data Systems and Referrals Manager.

Prepares decision memoranda to recommend approval or denial of initiatives related to client service delivery and data tracking to the Bureau Chief and leadership in the Division.

Serves as a working supervisor.

Coordinates the collaboration of Department, state and local agency, service provider, private-sector and community organization representatives in the development, planning, implementation, refinement, and monitoring of workforce development programs [e.g. TANF, SNAP, WIOA] programs to ensure delivery of services.

Monitors, implements, directs, and maintains projects, initiatives, and demonstrations, supervises data collection, directs problem resolution reviews, and monitors project operations, services provided and project outcomes.

Designs and implements plans to monitor and measure success of this project.

Executes special assignments made by the Associate Director including public appearances representing the Assistant Director and other administrative staff, conference attendance, public presentations and preparation of briefings, reports, summaries, issue papers, memoranda, handouts, and charts.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
-
Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in a social or human services field.

Requires three (3) years progressively responsible administrative experience in a health or human services organization.
Preferred Qualifications
-
Three (3) years’ professional experience in managing and optimizing data platforms, especially those related to case management, employment, and training, and/or workforce development programs.
-
Three (3) years’ professional experience interpreting and implementing federal and state regulations related to data and compliance of employment and training programs.
-
Three (3) years of professional supervisory experience managing personnel, training, and building staff capacity, assigning work, providing guidance to subordinates, recommending and/or implementing counseling and/or discipline in accordance with collective bargaining agreements, training staff and approving time off.

Three (3) years’ professional experience in analyzing administrative problems, data analysis, and reporting to identify trends and generate action plans for process improvement at the internal and external level.

Three (3) years’ professional experience working with client referrals and case management public assistance eligibility systems including, but not limited to, Integrated Eligibility Systems (IES), ISETS and WVS.

Three (3) years of professional experience exercising judgement and discretion in developing, implementing, and interpreting client data, policies, procedures, and protocols for a public or private public-serving organization.
Conditions of Employment

Requires ability to travel in the performance of duties, with overnight stays as appropriate.

Requires advanced proficiency in Microsoft Office Suite.

Requires advanced proficiency in data and client referral systems.
