State Street provides investment servicing, investment management, investment research and trading services to institutional investors worldwide.“SSBI Data Quality & Compliance Oversight” is a role that reports to the SSBI Chief Data Officer. The role is responsible ensuring data quality is in line with BCBS239 requirements and is responsible for overseeing the execution of the RDAR Framework within the business units, corporate functions and remediation activities.
Responsibilities:
- Implement data quality framework controls and monitoring mechanisms to ensure data accuracy, completeness, and timeliness in accordance with BCBS239 standards across all data both in SSBI and outsourced.
- Ensure that the outsourced service provider's practices align with BCBS 239 principles and guidelines.
- Define and maintain SLAs with the service provider, including performance metrics and compliance expectations.
- Implement and maintain tools to automate data quality checks and monitoring processes in SSBI.
- Ensure Data Delivery agreements / contracts are in place for all outsourced data and ensure quality measures are followed.
- Define key data quality metrics and establish thresholds.
- Develop processes for data quality monitoring, issue detection and remediation.
- Implement a standardized Data Quality Issue Management process and ensure appropriate training is undertaken on all relevant tools.
- Collaborate with Risk and Finance teams to validate integrity of aggregated data.
- Work with IT to ensure system capabilities support ongoing data quality needs.
- Collaborate with Data stewards, owners, and business units to address data quality challenges.
- Prepare data quality reports and dashboards for senior management and regulatory reviews.
- Document and own the RDAR Framework in collaboration with enterprise risk management, regulatory reporting governance, and key stakeholders in business data governance teams.
- Oversee the execution of the Risk Data Aggregation and Reporting Framework within the business units, corporate functions and remediation activities, collaborating with Group CDO to ensure alignment of oversight practices.
- Monitor the effectiveness of critical data governance, IT architecture, data quality management, and the roles and responsibilities concerning business data ownership, in collaboration with SSBI and Group CDO to ensure compliance with BCBS239.
- Stay up to date with regulatory changes that impact RDAR data management framework and data governance.
- Ensure all new business and IT programs maintain or enhance BCBS239 compliance
- Ensure BCBS239 data infrastructure projects are strategically aligned with the enterprise and SSBI’s goals and regulatory compliance objectives.
- Develop, gather and monitor KPIs measuring compliance with BCBS239
- Maintain documentation of all BCBS 239 compliance efforts, including policies, procedures, and audit trails.
- Ensure compliance with BCBS239 is woven into the banks data strategy, IT Strategy and Business Strategy

Requirements and Qualifications
- Deep understanding of regulations that have data touchpoints: KWG 25a, MaRisk AT 4.3.4, BCBC 239, ECB RDAR guidelines, GDPR, etc.
- Strong experience in leading audits, reviews, and reporting on framework´s performance and compliance with applicable regulations.
- Proven experience in BCBS 239 compliance, documenting data traceability, including data quality dashboard, and setting up of data sharing agreements.
- Strong passion for data and its added value and desire to transform the company culture into a data culture.
- Ability to work with people from different areas (Business and IT) through strong inter-personal skills (active listening, empathy, influencing) and to steer working groups. Team-player with people focus and able to work with various colleagues across the organization.
- Hands-on experience with modern data governance and data intelligence tools (e.g. with one of the following tools: IBM Infosphere Information Governance Catalog, Informatica Axon and Enterprise Data Catalog, Alation Data Catalog, ASG Data Governance, SAS Data Governance, Collibra Governance Centre; or with another similar tool) preferably in the context of BCBS239 projects.
- Bachelor's degree in a related field (e.g., Business, Information Technology, Finance).
- 5+ years of experience in the financial industry, preferably in capital markets or financial markets infrastructure, thereof 3+ in data governance, risk management of compliance.
- Conceptual and creative: ability to recognize common patterns or generic aspects in elements that seem unrelated at first sight; you are able to see dependencies/synergies with other data-oriented subjects and initiatives.
- Strong problem solver: strong analytical skills (e.g. breaking up & structuring complex problems into manageable pieces.
