The Data/Continuous Quality Improvement Manager will lead quality improvement initiatives and plans for collaboration with Early/Head Start Network to use data to set benchmarks, monitor ongoing performance, identify action plans, and establish continuous improvement strategies.

This position supports Early/Head Start Network to obtain greater consistency, reliability, and higher service delivery standards that result in strong outcomes in organization, staff, family, child, and community well-being. The Data/Continuous Quality Improvement Manager will gather, organize, and disseminate the information in the data management system including Child Plus, TS GOLD, and any other data systems used by Early/Head Start Network.

Reporting to the Head Start System Administrator you will:

MAJOR RESPONSIBILITIES:

  • Leads the development, implementation, and evaluation of the continuous quality improvement cycle in collaboration with Early/Head Start Network Leadership team, management team, and VP of Research and Evaluation, including processes and procedures to strengthen the comprehensive grantee-wide infrastructure.
  • Manages all aspects of grantee monitoring processes, including those related to Continuous Quality Improvement, completion and review of Periodic Performance Reports, documentation of findings, and follow-up.
  • Responsible for the management of data systems, training, technical assistance, and monitoring for service for Grantee team, Nine -Delegate programs, Two Community Partners, and Two Directly Operated Programs.
  • Responsible for developing methods for data collection and extracts data as required from Child Plus, TS GOLD, and any other data systems used by Early/Head Start Network to transform data into actionable information. Communicates performance improvement priorities and results using narrative and the appropriate methods of data visualization.
  • Continuously uses evaluation from various monitoring and other activities to improve the quality and efficiency of documentation and program implementation.
  • Facilitates monthly data monitoring with the leadership team, providing recommendations and ensuring data is utilized to guide planning and inform and strengthen practices.
  • Collaborates with Early/Head start Network to monitor and improve the database system(s), including developing and revising grantee manuals.
  • Collaborates with the leadership and management team to connect proposed policies, procedures, and forms to requirements and resources to ensure attention to new requirements from funders or regulatory agencies and facilitate reflection on the impact of the proposed policies, procedures, and forms provided to Delegate, Community Partners and Directly Operated Programs.

KNOWLEDGE, EXPERIENCE, AND EDUCATION:

Education: Master’s Degree in management, business administration, organization development, statistics, Social Work, or closely related field.

Related Experience:

  • Minimum of five years of data collection, management, or research/evaluation experience, including experience in a comparable role.
  • Knowledge and/or understanding of:
    • Data analysis and research techniques,
    • Head Start program policies.
    • In-depth knowledge of ChildPlus
    • Knowledge of PIR.
    • Knowledge of TS Gold
    • Knowledge of OHS Monitoring Protocol

Training or Competency:

  • Ability to identify agencies need’s and demonstrate or document how ChildPlus.net can help.
  • Strong interpersonal, relationship building and communication skills and the ability to work effectively with potential agencies with a high level of professionalism.
  • Ability to keep abreast of new developments in the Head Start industry to ensure that all verbal and written communications align with changing needs.
  • Ability to review and analyze data and design meaningful approaches to measure data for outcome and progress reporting.
  • Strong competency of computers and computer programs such as Microsoft Excel, presentation software such as Adobe or others, and an ability to understand and learn new software.

Base Annual Salary: $77,400.00-$90,000.00

Grade: 16

As of the time of this posting, this is the expected base annual salary range. The base annual salary will be based on a wide range of factors, including skills, qualifications, experience, as well as business needs and limitations.
