Job Title:  Data Analytics Manager

Reports to:  Chief Technology Officer 

OVERVIEW OF THE AGENCY AND THE POSITION

The Massachusetts Peace Officer Standards and Training (POST) Commission is an independent agency that oversees law enforcement departments and officers throughout the Commonwealth.  The Commission is charged with the following:

  •          Establishing certification standards for law enforcement departments and officers;
  •         Determining whether those standards have been met;
  •         Developing regulations and policies governing law enforcement;
  •         Decertifying, suspending, or ordering retraining for officers who commit misconduct or otherwise fail to satisfy requirements;
  •         Maintaining, analyzing, and disseminating information regarding law enforcement; and
  •         Conducting investigations, adjudicatory proceedings, and public hearings regarding such matters.

The Commission is governed by, and enforces, Chapter 6E of the Massachusetts General Laws.  Pursuant to that statute, the Commission collaborates with the Commonwealth’s Municipal Police Training Committee (MPTC) in several areas of its work. 

The POST Commission is looking for an individual to join the Information Technology Division as a Data Analytics Manager. As a Data Analytics Manager, you will provide analytic and technical skills necessary to innovate, build, and maintain well-managed data solutions and capabilities for the Commission. You’ll coordinate with business and technology stakeholders to deliver user-centered solutions using agile methodologies and modern technologies.

POSITION FUNCTIONS AND RESPONSIBILITIES

In this role, you will collaborate with the various divisions within the Commission to manage and make improvements across a variety of programs and develop policies to integrate data across distinct systems and ensure adherence to laws, regulations, and policies. You will serve as a liaison between technology and business, developing a deep understanding of key datasets and how they are used.

Responsibilities:

  • Assist with the configuration and implementation of our existing and future analytics solutions.
  • Maintain key reports, automating them where possible and appropriate.
  • Develop business requirements and strategy for managing and reporting.
  • Work across several functional teams to deliver a unified reporting look and feel and cohesive approach to our public reporting requirements.
  • Lead meetings with various department/functional stakeholders to identify research and analytics needs to meet the Commissions statutory requirements.
  • Support functional area leadership with regular reports of key data and trends for the Commissioners and the public.
  • Create and maintain dashboards for internal and external audiences, including release of various reports and records
  •          Assist with fulfilling regulatory data requests.
  •          Analyze and interpret data related to the Commissions goals.
  •          Conduct detailed data analysis on data used across business units to evaluate business process improvement that optimizes efficiency and quality.
  •          Work with IT and business stakeholders to define the data storage systems, data collection systems, data analytics approaches, processes and other strategies that optimize methodological efficiency, quality, and compliance.
  •          Respond to data and product related inquiries to support business and technical teams.
  •      Plan, develop, and deliver training on data and analytics concepts, tools, techniques, and data and analytical solutions.
  •          Acquire and maintain knowledge of the statutes and regulations relative to the POST Commission.
  •          Report to the Commission's Boston office at least two days per week and as otherwise directed.
  •          Perform other duties as requested.

    SALARY RANGE

    Anticipated range: $95,000 - $105,000.

    Qualifications

     

    ESSENTIAL QUALIFICATIONS:

    The following are essential qualifications for the position:

    • A minimum of five (5) years of relevant technical experience working with Business Intelligence (BI) Tools and Software (e.g. MS Excel, Tableau, SAP Business Objects, Microsoft Power BI, Python, SQL Server Reporting Services).
    • Experience creating queries utilizing tools such as Microsoft Excel, Access, and SQL Server, Snowflake or other enterprise data warehouses. 
    • Experience using ETL tools and working with complex data sets from multiple sources.
    • Ability to provide relational database expertise to construct and execute SQL queries to be used in data analysis activities.
    • Develop reports and queries to extract data from various data warehouses and other sources using various methods (e,g, SQL, API, among others). 
    • Experience with data evaluation, cleaning and reconciliation. 
    • Experience advising non-technical business users on data analytics and reporting. 
    • Strong attention to detail and ability to quickly identify data issues and solutions.
    • Excellent problem-solving skills.
    • Ability to work fluidly within our IT team as a contributor, trains others, and lead by example.
    • Ability to understand laws and regulations as they relate to the POST Commission.
    • Excellent verbal and written communication skills.
    • Ability to exercise discretion in handling of confidential and sensitive information.
    • Excellent organizational skills, and the ability to balance multiple and competing priorities and deadlines.
    • Ability to work independently, productively, and creatively in an evolving environment, including learning new applications and new systems and being self-motivated.
    • A commitment to reside within 50 miles of the Commission’s Boston office while employed by the Commission. 
    • A willingness and ability to report to work in the Commission’s Boston office when required to do so (the current requirement being two days per week and as otherwise directed).  

    OTHER VALUED EXPERIENCE AND SKILLS:

    •           Programming capabilities using SQL queries.
    •      Experience guiding business users in developing effective reports and dashboards.
    • Experience testing analytics solutions and verifying data for accuracy by conducting code walk-throughs, reviewing data patterns, reports, and performance indicators to locate and correct code and process problems, or inaccuracies in source data. 
    • Proven track record of relevant technical experience; SQL and relational database knowledge.
    • Demonstrated proficiency in designing and developing data models for analytical applications. 
    • Understanding of System Development Lifecycle (SDLC), Agile development methodologies, software design patterns, network design and architecture.
    • Experience with ensuring adequate security measures and procedures are in place to maintain the confidentiality of the gathered data and distribution/access are only made to the appropriate, designated personnel.
    • Generative AI experience preferred but not required.
    • Knowledge of project management and business planning.
