Main Purpose and Function
The Engineering Assistant II works with senior staff in the branch to conduct field investigations related to traffic operations and safety; develops field reports; manages branch databases; prepares legal documents; and prepares sign and traffic control plans and signal timing records related to projects within the Transportation Division. In addition, the position is involved in reviewing and understanding traffic signal timing patterns and preparing written correspondence related to traffic signal controls to be used as evidence in litigations and court cases. 


The position reports to the traffic signal Civil Engineer I and works closely with the Civil Engineer II, Engineering Assistant IV, Engineering Assistant III and Electrical Operations Technicians. The position also represents the department at field meetings with operational crew and external contractors, and responds directly to public inquiries and requests from 311.

 

Specific Duties and Responsibilities

  • Uses AutoCAD to develop sign and traffic control plans.
  • Reviews and interprets designs. 
  • Researches, analyzes, and prepares written responses to traffic control litigation inquiries. 
  • Performs pedestrian, cyclist, traffic, and transit studies.  
  • Makes changes to traffic signal timing records. 
  • Conducts traffic safety investigations for all road users.
  • Reviews and analyzes ICBC collision data to develop collision diagrams, prepares presentation materials, maintaining multiple branch databases and branch metrics.
  • Acts as the point of contact for 311 related inquiries and work approval and routing processes. 
  • Communicates with the public about traffic management issues both verbally and in writing.
  • Other duties/responsibilities as assigned.

 

Qualifications

Education and Experience:

  • Completion of Grade 12 is supplemented by technical courses in Civil Engineering, Transportation, or other equivalent area of study plus some related experience in engineering, or an equivalent combination of training and experience.


Knowledge, Skills and Abilities:

  • Sound knowledge of departmental procedures relating to various engineering projects.
  • Working knowledge of the City’s Street system, transportation policies and regulations, the Street & Traffic By-Law, the Manual of Uniform Traffic Control Devices, Traffic Control Manual for Work on Roadways.
  • Advanced manual and computer drafting skills.
  • Ability to read and interpret engineering plans and specifications and perform design drafting.
  • Ability to use AutoCad, Excel, and Word.
  • Proficiency in PowerPoint and Access and experience with GIS and Hansen is an asset. 
  • Excellent organizational and interpersonal skills, written and verbal communication skills.
  • Ability to work well in a team and business environment with little or no supervision under tight timelines are required. 
  • Ability to problem solve with accuracy and detail in a technical environment is required. 
  • Ability to build and maintain effective relationships with co-workers. 
  • Ability to be flexible and to accommodate the operational needs of the department.
  • Ability to meet tight timelines in a multi-task environment.
  • Effective written and verbal communication skills.
  • Ability to provide accurate and thorough information to the public.
  • Interpersonal skills in establishing and maintaining a cooperative and effective working relationship with both internal and external stakeholders.
  • Ability to meet transportation requirements.

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
