Job Summary
Reporting to the Program Manager, Capital Projects Parks & Recreation, this position will help to guide policies/procedures regarding program-specific requirements, with a heavy focus on asset data as PF&R transitions to a new asset management system. The successful candidates will help to consolidate data sets, improve data quality, enhance data analysis, optimize business processes and guide innovative and strategic planning. They will bring creative and innovative approaches and techniques to large-scale divisional datasets, making recommendations and implementing improvements to the system, supporting data pipelines, ETLs/ELTs, and statistical and inferential analysis. Through collaboration with corporate partners, you will ensure high performance of large amounts of ETL as well as ELT tasks, report building, analytics, and data visualization support. The role will give PF&R the ability to harness the power of data for strategic decision-making, operational efficiency, and improved service value.
Major Responsibilities:
Data Management & Technical Responsibilities
- Leads tasks related to modeling, analysis, and interpretation of datasets.
- Designs and builds complex models for analytics problems.
- Conducts peer and literature reviews on data modeling techniques.
- Develops processes for ingesting, transforming, and analyzing large datasets.
- Prepares, cleans, and standardizes data to ensure it meets data quality and formatting requirements; manages data accuracy, eliminates duplication, and ensures consistency.
- Implements ETL/ELT processes for data integration.
- Documents data processes, models, and code, including creating detailed run-books or as-built documents.
- Transforms and cleanses data for compatibility with Maximo's data structure.
- Develops and maintains asset hierarchy and data models to support asset lifecycle management.
- Creates and implements data migration plans and establishes data quality rules to ensure data integrity during transitions; performs data validation and testing to ensure accuracy and reliability of data.
- Leads data accuracy validation before and after migration, confirming the transfer of data is successful; works with stakeholders to verify data relevance and accuracy based on asset management requirements.
Data Governance & Compliance
- Establishes and maintains data governance policies and standards to ensure compliance with organizational and regulatory requirements; oversees data governance policies and compliance documentation.
- Ensures data handling meets regulatory standards, business standards, and project requirements.
- Manages data access permissions and roles, ensuring data security and confidentiality.
- Ensures compliance with data retention policies and procedures.
- Addresses data discrepancies and inconsistencies by working closely with data owners and stakeholders.
Project Management & Change Management Skills
- Develops and evaluates work plans for data projects.
- Ensures conformance to data governance standards.
- Implements Enterprise Asset Management system with project teams and stakeholders.
- Monitors and evaluates application functionality.
Stakeholder Engagement & Communication
- Collects and analyzes data with internal and external partners.
- Prepares reports, dashboards, and submissions; sets up reports, dashboards, and analytics tools to support the business with asset management insights.
- Provides training and support to staff on data usage.
- Maintains effective working relationships and networks.
Data Tools & Technologies
- Utilizes data management and analytics tools (e.g., SQL, PowerBI, Tableau, Python).
- Configures data-related features in software.
- Evaluates new data management tools and technologies.
Key Qualifications:
- Post-secondary education in Civil Engineering, Computer Science, Mathematics, or a related quantitative field, or an equivalent combination of education and experience.
- Extensive experience in data management principles and practices, including data governance, data quality assurance, data integration, and data analysis.
- Proficiency with data management tools and technologies, including analytics and visualization tools (SQL, Python, Power BI, Tableau). Familiarity with ETL/ELT processes for data integration.
- Experience in developing and maintaining asset hierarchy and data models to support asset lifecycle management.
- Experience in creating and implementing data migration plans and establishing data quality rules to ensure data integrity during transitions.
- Experience in performing data validation and testing to ensure accuracy and reliability of data.
- Experience in documenting data processes, models, and code, including creating detailed run-books or as-built documents.
- Experience developing data governance frameworks to ensure compliance with organizational and regulatory requirements.
- Experience designing, developing, and implementing taxonomies, metadata structures, and/or data dictionaries.
- Strong analytical skills with the ability to assess complex data requirements and develop solutions, troubleshooting and resolving issues related to Enterprise Asset Management systems data and functionality.
- Highly developed written and oral communication skills, including writing reports, briefing notes, and delivering presentations.
- Knowledge of data privacy regulations and compliance for data management, data retention, and data access permissions.
- Familiarity with current and emerging technologies in data management and analytics.
- Ability to travel to various locations within the City of Toronto, including parks and parks yards, as required.
- Knowledge of Toronto Public Service values and ability to support an ethical, supportive, and respectful workplace culture that champions equity, diversity, and inclusion.
- Must be familiar with safety and security matters under Occupational Health & Safety legislation and Divisional safety and security policies.
