Data & Analytics sits within the Corporate Hub and provides a range of services to all customers across Scottish Government, including core SG directorates, public bodies, inquiries and review bodies. Data & Analytics will work closely with teams across the Oracle Cloud operating model including People Directorate and Financial Management Directorate and suppliers supporting the platform. With requests coming from across SG and our 32 public sector customers, being able to articulate the service and its capacity and capability will be key, as will having a vision for the future data and reporting service the team will be working towards over the years.
As Head of Data and Analytics, you will shape every part of the maturing Data and Analytics service, and will be responsible for successful delivery, whilst maintaining and strengthening customer relationships. You will manage a multidisciplinary team covering Business Intelligence products spanning multiple data domains. You will also set standards to ensure appropriate levels of data integrity and data quality. You will own the development and evolution of the Data and Analytics practice, liaising with senior stakeholders across the organisation and the customers of the Corporate Hub and be a point of escalation for any issues.
Responsibilities
- Manage the day-to-day operations of the Corporate Data and Analytics team.
- Develop a library of reusable compliant reporting components and facilitate ideation sessions.
- Develop an end-to-end process for Business Intelligence product development and Data Management activities.
- Carry out governance reviews and environment management.
- Develop the Business Intelligence Management practice as per business requirements and be the escalation point for such activities.
- Manage and optimise the reporting estate across multiple data domains, i.e. HR and Finance.
- Utilise best practice to educate, influence and build wider organisational capability in leveraging available tooling.
- Play a significant role in ensuring reports on Oracle Fusion are developed and tested while leading your team to triage, prioritise, develop and test reports and dashboards in line with business needs.
- Your team will lead the Scottish Government in the use of self-service tools by educating and informing other departments, as well as being an exemplar in deploying best practice techniques and will work closely with local reporting functions and lead the way in collaborative working, developing and communicating best practice.
- Develop the data management practice as per business requirements and be the escalation point for such activities.
- With your team, set standards and monitor activity for ensuring appropriate levels of data integrity and data quality and recommend corrective actions to maintain an excellent level of DG Corporate data integrity and data quality.
- Set up a framework for data governance and work collaboratively with the Design & Architecture & Data Architecture teams and Digital Chief Data Officer.
Qualifications
University or college degree, or equivalent in a DDaT related topic.

Technical skills will not be assessed at sift stage. These will be assessed as part of the DDaT technical assessment if invited to interview.
Experience:
Significant experience in building and leading a similar Data Management and Business Intelligence function.
Excellent technical skills in the fields of Data Management and Business Intelligence.
