THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.
We are located at the George Herbert Walker Bush building located in the capitol complex at 1801 Congress Ave. Austin, TX 78701.
General Description:
Performs highly complex data analysis and data research work contributing to strategic planning, research, and analysis in the Student Financial Aid Programs (SFAP) division of the Texas Higher Education Coordinating Board (THECB). Work involves analyzing and assembling data, reviewing the work of others to ensure it meets divisional standards regarding data quality, coordinating team efforts relating to regular or recurring projects, and creating novel instruments and methods to support policy research activities, applying appropriate Family Educational Rights and Privacy Act (FERPA) standards at all times. Provides regular review of work products to ensure quality and to foster a culture of consistent improvement. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position reports to the Assistant Director for Data & Policy Analysis in SFAP’s Policy Department.
General Duties and Responsibilities:
• Contributes to policy research activities by running, assembling, and analyzing data, including by designing and building novel data instruments, models and forecasts.
• Receives, assembles, and responds to ad hoc data requests from agency staff, leadership, and external stakeholders.
• Facilitates workflow and ensures quality of recurring or periodic data requests from agency staff, leadership, and external stakeholders.
• Assists with the development and execution of the funding system for the Financial Aid for Swift Transfer program.
• Coordinates implementation of agency and divisional data quality control standards, including being the primary quality control reviewer for SFAP’s Data & Policy Analysis team.
• Assists the Assistant Director for Data & Policy Analysis on high-complexity or visibility tasks, including forecasting/modeling activities, conducting fiscal analysis for legislative proposals, and developing projections for the agency’s Legislative Appropriations Request, among others.
• Manages divisional requests for data to the agency’s Data Management & Research division.
• Develops database queries for ongoing use by other teams within the division.
• Coordinates the production and assembly of divisional data projects for external publication or submission, including the annual Financial Aid Report and responses to national surveys relating to state financial aid.
• Serves as the divisional point person for support regarding agency data reporting systems relating to tuition and financial aid.
• Coordinates divisional receipt and proper handling of Free Application for Financial Student Aid (FAFSA) data.
• Conducts periodic calculations required of the agency relating to tuition or tuition-associated programs.
• Processes, evaluates, and makes recommendations regarding institutional requests to the 100-Mile Alternate Nonresident Tuition Program.
• Applies appropriate Family Educational Rights and Privacy Act (FERPA) standards at all times.
• Performs other duties as assigned.
Knowledge, Skills, and Abilities:
• Skill in developing sophisticated database queries that address divisional data needs, including creating highly optimized queries for large datasets and modular, reusable query components for future use.
• Skill in managing, monitoring, and advancing complex assignments or projects utilizing common tools and techniques.
• Ability to design novel statistical approaches to address complex analytical needs and lead sophisticated analytical initiatives that leverage advanced techniques that yield significant business insights.
• Ability to design and implement complex data collection systems across multiple sources, ensuring integration and quality, including by developing data collection strategies, enforcing quality management processes, and recommending improvements to data governance practices.
• Ability to develop comprehensive data validation approaches for complex datasets, resolve sophisticated quality issues, create validation rules for complex datasets, and implement advanced data cleaning techniques.
• Ability to develop effective data visualizations, selecting appropriate formats for different data types, messages, and audiences.
• Ability to create quality assurance frameworks that address divisional quality management needs, including by developing methodologies tailored to divisional processes and weaknesses.
• Ability to clearly explain the types and sources of state financial aid programs to any audience and possess a thorough understanding of eligibility and disbursement criteria for state financial aid.
• Ability to meet with and confer with colleagues in person on a regular basis.

Qualifications
Required Minimum Education and Experience:
• Bachelor’s degree from an accredited college or university.
• Five years of relevant full-time experience retrieving, compiling, and analyzing data.
• Six additional months of full-time relevant work experience described above may substitute for 15 semester hours of required education, up to four years.
• Master’s degree from an accredited college or university in Business Administration, Public Affairs/Administration, Economics, or field relating to data analysis may substitute for two years required work experience.
Preferred:
• Master’s degree or above from an accredited college or university in Business Administration, Public Affairs/Administration, Economics, or fields related to data analysis.
• Experience working in a supervisory or lead role, assessing the work of other analysts and providing feedback.
• Knowledge of state and federal laws and regulations related to student financial aid programs administered by the Coordinating Board gained through experience administering Texas state financial aid programs.
