GENERAL DESCRIPTION: Perform highly advanced (senior-level) computer systems analysis work. Work involves assisting with providing technical leadership in support of the agencies initiatives in cloud computing and automation, with a focus on the design of systems and services that run on cloud platforms. Ensuring that critical applications are designed and optimized for high availability and disaster recovery. May plan, assign, and/or supervise the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES:
1. Evaluate and oversee all new cloud technology related requests from the business area for alignment with IT strategic and technical plans.
2. Assist in the development of solutions architecture and evaluate architectural alternatives for private, public and hybrid cloud models, including IaaS, PaaS, and other cloud services.
3. Assist in coordinating solution evaluation with agency enterprise architecture unit to ensure consistent and supportable solution selection, as well as prevent the implementation of redundant technologies.
4. Assist in the build out and implementation of Amazon Web Services cloud solutions. Ensure Amazon Web Services and cloud hosting best practices are utilized.
5. Assist in documenting the business need for cloud solutions through requirements gathering.
6. Perform research to provide the business area with possible alternatives and/or considerations regarding cloud technology purchases, considering capability requirements and agency policy and procedures.
7. Communicate cloud solutions and requirements to technical staff charged with implementing, modifying, and enhancing business solutions.
8. Participate in technology solution demonstrations and evaluation of technology solutions presented by external vendors.
9. Work with both the business area and information technology to monitor cloud technology implementations throughout the lifecycle of the solution within the agency.
10. Assist in overseeing support, configuration and enforcement of public cloud policies and standards.
11. Assist with Cloud Education planning and development.
12. Assist with the development of process, procedures, and tools to support agency Cloud Program.
13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
14. Perform other duties as assigned.
Qualifications
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from an accredited four-year college or university with major course work in information technology, computer science or a related field is required.
Experience – Minimum of five (5) years of experience spanning at least two IT disciplines, including technical architecture, network management, application development, middleware, database management or operations.
Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – Must possess AWS Certified Cloud Practitioner certification at minimum. Must maintain any required certifications and clearances needed to perform general duties for the agency business area. Must possess a valid driver license from state of residence.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures.
Information Technology – Knowledge of current IT system capabilities and how to incorporate those capabilities into solution as well as current IT market trends and directions relevant to current agency needs and goals; business requirements to gather, develop, and manage software development projects; entire application lifecycle development process using SDLC; current technical approaches used to deliver IT products and services to large client organizations; business process modeling techniques and process re-engineering.
- Moderate skill in design and implementation of Amazon Web Services’ cloud computing, products, and solutions.
- Ability to, architect, design and implement cloud-based and/or cloud-native solutions.
- Moderate skill in the implementation of Amazon Web Services cloud infrastructure as code utilizing AWS cloud formation template.
- Moderate skill in design and implementation of authentication, authorization, auditing, reporting, and API infrastructure solutions for cloud.
- Moderate skill in the integration of DevOps principles tools, automation and planning.
- Hands-on experience or working knowledge with containerization platforms and serverless computing, such as Docker, EKS, Lambda.
- Working knowledge of Continuous Integration and Continuous Delivery processes, automation and integration.
- Working knowledge of the use and implementation of automation tools like chef, puppet, ansible, code deploy, code pipeline as required to meet the requirements of Continuous Integration and Continuous Delivery.
- Working knowledge of Agile methods and practices.
- Working knowledge of IaaS, PaaS public cloud offerings and building CICD pipelines.
- Working knowledge of emerging technologies relevant to cloud computing, e.g., Machine Learning (ML) and Artificial Intelligence (AI).
Supervisory/ Leadership skills – Knowledge of leadership and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Ability to perform cost analysis of multiple solutions and recommend options and alternatives; evaluate technical solutions and make recommendations for best fit solutions.
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Travel and/or Schedule and/or Remote/Telecommuting work – Availability for after-hours and weekend work may be required. This position may have the ability to telecommute based on the needs of the division/agency.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
