 General description

The Property Tax Assistance Division (PTAD) provides technical assistance to local governments and taxpayers on property tax issues. PTAD is split into two areas, Appraisal Operations and PTAD Programs, allowing the Division to meet customer needs and implement statutory requirements in many innovative ways. This position is under the PTAD Programs and involves data analytics and quality assurance of property tax data and reporting of information related to property values, tax rates, and levies.  Work also involves providing consultative services and technical assistance to program staff, local taxing units, and governmental agencies through researching and responding to open records requests through analyzing and reporting data collected.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

 

Qualifications

 

Education:

  • Graduation from an accredited college or university with a bachelor’s degree.

 

Preferred Education:

·        Graduation from an accredited college or university with major coursework in accounting, business analytics, data science, economics, finance, information systems/technology, mathematics, or a related field.

 

Experience:

·        Four (4) years of experience in data analysis, researching, analyzing, compiling, and resolving variances in large data sets to ensure accuracy. 

·        Experience using Structured Query Language (SQL) to write queries that pull data from multiple tables simultaneously.

·        Experience documenting and updating procedures.

 

Preferred Experience:

·        Experience working in the Texas property tax system.

·        Experience in a state agency or local government responding to open records requests and producing data responsive to open records requests.

 

Substitution:

·        One (1) additional year of full-time experience as stated above may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).

            

In this role you will:

·        Assist with developing and implementing databases, data collection systems, data analytics and other strategies to optimize statistical efficiency, accuracy and quality of data provided. Develop data quality measures, analyzes data quality results and implements necessary changes to ensure data quality improvement. Gather, clean, process, compile, and query raw data.

·        Analyze and evaluate open records requests and tracks and completes requests, including the School District Property Value Study Data Release. Assist customers with open records technical issues and follow-up requests. Review and ensure completeness and accuracy of responses.

·        Develop and maintain expertise in data collected, property tax laws and administrative rules affecting the local property tax data gathered by the division, including any confidentiality requirements.  Assists with developing, maintaining, and implementing a division quality assurance plan for property tax data.
