Job Description:

The City of Toronto’s Fleet Services Division (FSD) provides a full range of fleet management services for City Divisions and Agencies. FSD directs the City’s fleet management, including the full lifecycle management of over 5,000 fleet assets, maintenance, safe operation and legislated compliance. FSD also leads the City’s Sustainable Fleet plan and the fuel and electric vehicle charging infrastructure. The City of Toronto has the largest municipal fleet in Canada and one of the most complex Fleets in North America.

 

Reporting to the Manager, Fleet Business Planning Performance & Intelligence, within the Fleet Business Management Section you will leverage existing and new fleet technologies, to lead the development of scalable and integrated data driven foundation to support high-impact decisions and deliver measurable values.  You will promote trend analysis and the use of data to identify root causes of problems that can be addressed to improve safety, efficiencies, good governance, and fleet optimization.

 

Major Responsibilities

As a Project Manager your duties will include, but not be limited to:
 

  • Provide leadership and oversight of assigned projects and initiatives ensuring efficient, effective, and timely delivery and alignment with the overall program direction and objectives.
  • Provide leadership and guidance for continuous improvement, innovation, and efficiencies in formulating and implementing project plans, guidelines, standards, processes and procedures for effective management, budgeting, forecasting, internal financial and contract controls.
  • Support and motivate a diverse workforce, ensuring effective teamwork, and high standards of work quality and organizational performance, resolving administrative and operational program and project issues, and promoting continuous learning and innovation to advance the Fleet and corporate strategic initiatives and projects.
  • Prepares comprehensive reports and briefing documents, prepares and presents visual presentations and speaking notes for presentation to management, standing committees and Council, other levels of government, the business sector, and other organizations.
  • Monitors programs and projects, collects data to prepare progress and final reports to ensure project expenditures are controlled and maintained within approved budget limitations, adhering to and following all City financial procedures and controls, and meeting requirements of funding and/or grant awards.
  • Coordinates the implementation of assigned projects with other initiatives and provides senior management with timely, comprehensive reports identifying project objectives, results and changes and makes recommendations on corrective actions.
  • Utilizes established metrics and establishes new ones as required, and analyzes fleet data for environmental and economic performance.
  • Recommends service delivery options and/or structural changes in the development of environmental and operations changes, including continuous improvement initiatives.
  • Identifies performance problems and works with staff to affect changes. Works with staff to develop awareness and enhance commitment to divisional and corporate goals and performance commitments.
  • Assists with the development of a continuous improvement program for the Division, working with staff to ensure their participation and support.
  • Develops project terms of reference, project objectives, budget and resource requirements, methodologies and implementation strategies, monitors outcomes.

 

What you'll need to succeed in this role

Key Qualifications:

  1. Post-secondary education in Business Administration, Business Analysis, Statistics, Computer Science, Data Science or an equivalent combination of education and relevant experience.
  2. Considerable project management experience, stewarding complex initiatives from inception through to implementation with minimal direction, while balancing internal and external stakeholder interests, and managing the implementation of creative solutions.
  3. Experience in providing effective work direction to project team members, contractors, consultants and staff in a unionized environment.
  4. Experience with project control and monitoring activities including risk analysis, risk mitigation, project action and decision logs, and change request management.
  5. Exceptional communication skills (oral and written) that include excellent report writing, briefing material preparation and strong presentation skills for small and large groups, in person and virtually.
  6. Strong interpersonal and conflict resolution skills and considerable experience in successfully building and maintaining stakeholder relationships including negotiation, facilitation, and engagement.
  7. Considerable experience with databases and data warehousing, including organizing, compiling, manipulating, analyzing, visualizing and summarizing large datasets and their metadata.
  8. Considerable experience in developing Extract, Transform, and Load processes or statistical and machine learning models and algorithms (Python, SQL, Java, etc.).
  9. Considerable experience in advanced data analytics, interpretation of data, and statistical modelling using Python, R, SQL, or other equivalent tools.
  10. Considerable experience with data visualization programs such as Power BI, Tableau, etc.
  11. Considerable experience assessing and ensuring data quality, troubleshooting and resolving data quality issues to enable the identification of patterns, trends and insights to help boost and report on project and portfolio performance.
