MAJOR FUNCTION

This position provides technical expertise in the analysis, design, development, testing, documentation, and ongoing support of small to more complex web applications, to include Accela, and other applications supporting Code Enforcement Services. Work includes troubleshooting and implementation of the solutions to aid in the efficient deployment of technology and practices on the Polk County network. Responsible for analyzing data from all aspects of the Code Enforcement Division's various records management systems.

ILLUSTRATIVE DUTIES

  • Responsible for developing web applications.
  • Participates in all phases of the Software Development Life Cycle.
  • Meets with clients for the analysis and design of applications.
  • Translates designs and wireframes into high quality code.
  • Builds reusable, scalable components and libraries.
  • Optimizes components for maximum performance across a vast array of web-capable devices and browsers.
  • Writes end-to-end and component tests.
  • Provides ongoing assistance to users with problems or questions.
  • Develops and maintains documentation.
  • Debugs application errors.
  • Ensures applications comply with modern accessibility standards.
  • Participates in code reviews to ensure consistency, accuracy, and compliance with standards and best practices.
  • Maintains and enhances a working knowledge of various programming languages, frameworks, and technologies.
  • Provides clear and comprehensive written and oral reports to Information Technology management and clients.
  • Travels for education, conferences, and site visits as required.
  • Attends education courses as required.
  • Performs related duties as required.
  • Expels and manipulates large datasets for analysis.
  • Develops and manages data standards, reporting tools and supports data integration 
  • Extracts and analyzes data from Accela/Forte/Onbase/Relational Transact-SQL databases; interprets and prepares data for studies, reports and recommendations for Polk County Code Enforcement. 
  • Updating and maintaining Accela standard operating procedures and methodology, tracking/running reports and performing audits. 
  • Convert documents to meet Americans with Disabilities Act (ADA) Standards for Accessible Design.
  • Track trends and statistical data as needed for certain areas of the county.
  • Tracking staff Global Positioning System (GPS) logs for evaluation. 
  • Update and maintain division webpage with any specific announcements, messages and/or forms.
  • Coordinates information and reporting activities. 
  • Utilizes analytics and geospatial analysis to help coordinate department growth, improve system management decisions and produce outcome studies that support agency budget. 
  • Makes presentations to various management groups and committees regarding the division’s statistics, performance trends and patterns.
  • Regularly analyzes the routine measurement process to ensure improvement of organizational efficiency and effectiveness including the use of performance indicators.
  • Acquire data from internal or external data sources and maintain databases/data systems.
  • Provides requested data to internal and external customers in several forms.
  • Assist Information Technology in development of systems and procedures.
  • Assist in training as directed.
  • May serve as back-up to Division Records Coordinator - responsible for records management.
  • Assume lead worker responsibilities overseeing the work of others, as directed.

KNOWLEDGE, ABILITIES AND SKILLS

  • Development experience in software engineering, including concepts like object-oriented programming, design patterns, functional programming, asynchronous programming, closures, types, and ES6.
  • Proficient in HTML, CSS, and JavaScript.
  • Solid Understanding of SQL, and experience in database design, programming, and implementation using compliant tools.
  • Experience with full-stack development and modern frontend frameworks.
  • Planning, designing, developing, testing, and debugging cloud-based applications.
  • Ability to assess strengths and weaknesses of cloud-based applications.
  • Knowledge and experience using modern web and cloud development tools and platforms.
  • Experience with testing frameworks. (Accela)
  • Ability to work with a small team on projects, shipping those projects to users, and iterating based on feedback.
  • Curious to learn and adopt new technology and methods.
  • Knowledge of multiple software applications, including but are not limited to, Geographic Information System (GIS) applications (ESRI), business intelligence applications, standard MS Office applications, and statistical tools.
  • Knowledge and use of Common Look program that converts documents to meet the Americans with Disabilities Act (ADA) Standards for Accessible Design
  • Knowledge of Accela/Forte/Onbase/Relational Transact-SQL including developing reports from these various data sources
  • Knowledge of and ability to use mapping tools to update work assignment boundaries and create field maps.
  • Knowledge of office practices, procedures and equipment.
  • Proven project and time management skills
  • Ability to make accurate mathematical calculations, maintain records and prepare reports.
  • Ability to understand and follow written and oral instructions.
  • Ability to maintain an effective working relationship with the public and other employees.
  • Knowledge of Microsoft PowerPoint for presentations and public speaking engagements
  • Ability to type, utilizing personal computers, related software and other office equipment of the assigned work unit.
  • Knowledge of English, punctuation, spelling and arithmetic.
  • Ability to work independently and adhere to prescribed routines and practices.
  • Ability to develop effective work methods and procedures.
  • Ability to prepare, draft, and compose routine documents including business letters, memoranda, performance reports and related program materials.
  • Ability to oversee the work of others, if directed.
  • Ability to exercise discretion and maintain confidentiality.
  • Perform related duties as required.

MINIMUM QUALIFICATIONS

  • Graduate of an accredited two (2) year college or university, with course work in computer science, Information Systems, data analysis, business administration or a related field.
  • A minimum of six (6) years of information technology or related data entry / analysis experience in developing software using languages and frameworks such as React, Next.js, PHP, Laravel, JavaScript, or Python, information technology or related data entry, including data preparation, analysis and forecasting experience.
  • Must be able to utilize all features afforded by data processing software and other required software (i.e.: Windows, Microsoft Word, Excel, Access and PowerPoint) and personal computer equipment utilized by the assigned work unit.
  • Experience with open-source technology and software development.
  • Excellent communication and organizational skills.
  • Ability to stay focused on completing tasks and meeting goals.
  • Skilled at working with a team, or alone as required.
  • Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment within this classification. Some local travel may be required. 
  • A comparable amount of related training and experience may be substituted for the minimum qualifications, except the driver’s license requirement.

SPECIAL PREFERENCE

Special consideration will be given to candidates who meet the minimum qualifications as well as have experience with the following:

  • Graduate of an accredited four (4) year college or university is preferred.

•    Languages and Frameworks: React, Next.js, TypeScript, Prisma, PHP, and/or Laravel.

•    CSS Frameworks: Tailwind CSS and/or Chakra UI.

•    Databases: MySQL, PostgreSQL, and/or MSSQL.

•    Design Tools: Figma, Adobe Photoshop, and/or Adobe Illustrator.

•    Preference given to those with experience with Accela software.

•    Preference given to those with experience in Onbase.

•    Prefer candidates with ADA compliance standards experience.

•    Microsoft Excel Expert Level proficient.

SPECIAL REQUIREMENT

This position shall be required to report for work when a declaration of emergency has been declared in Polk County.
