Data Strategist (Data Analyst V) - Internal Vacancy (00049502)
The Data Strategist is responsible for leading analytical projects from definition to execution that impact over 5.5 million Texas students. The Data Strategist will collaborate with partners across TEA to improve data infrastructure and governance, analyze and maintain complex data sets, and identify actionable insights and program opportunities. This position helps establish and drive next-level improvements in OSP and OAAR operations. This position may provide guidance to others and works under limited supervision, with latitude for the use of initiative and independent judgment. Flexible work location within the state of Texas may be considered for qualified candidates. Data Strategy & Governance: Partners with Analytics team leadership to define, implement, and enhance processes that promote and enable the strategic use of data within the agency and effective governance of the Program Area Data Lake. Conducts background research and interviews to understand data governance best practices and agency opportunity areas; develops informed recommendations to improve agency data management. Defines and documents processes (e.g. access, object organization / naming conventions) associated with the Program Area Data Lake, appropriately balancing the needs for flexibility and control. Develops recommendations for ETL pipelines and database schemas that appropriately balance use case needs with technical feasibility. 2. Communications & Supports: Partners with relevant stakeholders to understand their needs, incorporate feedback, communicate recommendations. Independently maintains relationships with relevant program leads on “client” teams and serves as go-between between program teams and IT when implementing new tech solutions and automated data feeds, assisting with translating program needs into technical requirements. Develops and implements a concept of data stewardship for program area data, partnering with stewards to ensure data is appropriately documented and maintained. Effectively navigates a complex stakeholder landscape to implement projects and communicate progress. 3. Analytics Projects: Generates insights through the collection, analysis, and evaluation of data to improve the effectiveness of program strategy and operations; performs all necessary data cleaning and data visualization to support analysis; applies advanced statistical methods; creates and maintains analytical tools and user-friendly dashboards. Develops and implements strong data validation and quality control processes. Drives work forward independently with minimal oversight.

Position Overview: This position functions within the Analytics division of the Office of Analytics, Assessment, and Reporting (OAAR). This division supports program leaders across the Offices of School Programs (OSP) and OAAR. As an internal customer service organization, the division is both a decision-making engine and an operations support provider for program leaders to save time and increase impact. Qualifications
Minimum Qualifications • Education: Graduation from an accredited four-year college or university • Experience: At least four (4) years of experience in data analytics or related field • Substitutions: An advanced degree may substitute for two years of required experience Other Qualifications • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military • Strong analytical skills with experience implementing data transformation pipelines and analyses • Strong research and problem-solving skills, knowledge of data governance best practices, and ability to develop recommendations to solve ambiguous problems • Excellent written and verbal communication skills • Superior project and time management ability • Experience with AWS tools including S3, Glue, and Athena • Experience with data visualization tools such as Power BI or Tableau • Proficiency with SQL • Proficiency with Python preferred • Incredible attention to detail • Self-starter with an outcomes-based approach to project management • A desire to self-reflect, give/receive feedback and continuously improve As an equal opportunity employer, we hire without consideration to race, religion, color, national origin, sex, disability, age or veteran status, unless an applicant is entitled to the military employment preference.
