Organizational Setting and Reporting Relationship

The position of Business Intelligence Analyst is assigned to the Office of Business Intelligence and Operations Coordination (BIOC). BIOC aims to deliver improved data governance and facilitate efficient data handling practices to drive organizational efficiency. BIOC will coordinate data capture throughout the project cycle and conduct analysis across the three Sectors Departments (SDs) and the Climate Change and Sustainable Development Department (CCSD) to support decision-making.

 

You will be based at our Headquarters in Manila, Philippines.

 

You will report to the designated technical international staff and senior technical local staff.

 

Your Role

As a Business Intelligence Analyst, you will provide technical data analysis and coding-based support on sovereign operations covering all areas of the ADB project cycle, including programming, portfolio management and evaluation. Working closely with all the sector offices, CCSD and regional departments (RDs), you will contribute to the development and management of business intelligence solutions and use code-driven approaches to transform data into actionable insights to support management decisions. You will provide oversight support in coordinating and consolidating information to achieve a specific functional result.
 
You will:

  • Consolidate, clean, and wrangle large datasets using Python (e.g., Pandas, NumPy) and analyze current and historical data and statistics on project processing and implementation, including contract awards and disbursement data for portfolio management, programming and processing completion milestones, and project/program evaluation data. Use data science techniques to identify trends and patterns to provide insights for strategic decision-making. 
  • Prepare and develop reports and presentations as requested by management to support decision-making processes using various office applications, especially PowerPoints, and data visualization tools such as Power BI, Tableau, and Python libraries (e.g., Matplotlib, Plotly, Seaborn).
  • Ensure data integrity by identifying errors, inconsistencies, and anomalies in datasets. Use programmatic validation techniques to automate data quality checks, and coordinate with other teams within BIOC, sector offices, RDs, SPD, PPFD, and CCSD to validate such findings.
  • Provide code-based analysis and data exploration to uncover trends, patterns, and insights that inform business strategies.
  • Support the design, development, and management of business intelligence solutions, such as relevant data dashboards and system platforms, required to support the preparation of reports and data visualizations. Leverage Python scripting and API integration to automate data pipelines and dashboards. Recommend data-driven solutions to optimize workflows and enhance business processes.
  • Co-ordinate with various teams within BIOC, SDs, CCSD, and other departments as needed, to validate and ensure data accuracy.
  • Perform other duties that may be assigned as reflected in the incumbent’s workplan.
 

Qualifications

 

You will need:

  • Bachelor's degree in data science, computer science, engineering, business administration, or related disciplines.
  • At least 5 years of work experience, preferably in data analytics, business intelligence, or as a data specialist using Python.
  • Familiar with good industry practices and guidelines within area of expertise.
  • Excellent problem-solving and analytical skills with the ability to collect, organize, clean, code-wrangle, analyze, and disseminate significant amounts of information.
  • Strong interpersonal, communication, and cross-cultural skills.
  • Sound understanding of ADB procedures and practices related to TA and loan/grant project processing and administration.
  • Excellent oral and written communication skills in English.
  • Proficiency in Python, SQL, and visualization tools (Power BI, Tableau); experience with Jupyter Notebooks and Git preferred.
