Title: Auditor Analyst / Data Analyst

Salary Range: Commensurate with experience and qualifications

FLSA Status: Exempt

Location of Work: Oklahoma City, OK

Schedule: Full-time

Position Summary:

The Oklahoma Medicaid Fraud Control Unit (MFCU) is a state law enforcement division within the Oklahoma Attorney General’s Office, and its mission is to investigate and pursue enforcement actions against health care providers who have defrauded the Medicaid program or who have engaged in abuse, neglect, and/or exploitation of persons in the Medicaid system or residential health care facilities.  The MFCU has both civil and criminal enforcement powers. 

The successful candidate for this position will work as a member of an interdisciplinary team of investigative agents, auditors/analysts, and attorneys, seeking civil remedies such as financial restitution and penalties, divestment or forfeiture, and exclusions from the Medicaid system, and/or pursuing criminal enforcement actions such as fines, incarceration, and exclusions from the Medicaid system.  The successful candidate for this position should have sound judgment, strong research and analysis skills, and the ability to understand and communicate complex information and data-driven issues.  The Auditor/Analyst serving in this position will consult with investigators, attorneys, and analysts, take part in crafting and executing investigative plans, review evidence, interpret data and other information for agents, attorneys, and other analysts, and testify as needed.   Additionally, the position may involve taking part in investigations and enforcement actions conducted jointly with Federal counterparts at any of the three U.S.  Attorney Offices located in Oklahoma.  

The auditor accepting this position must maintain the integrity of the Attorney General’s Office, as well as the confidentiality of information as required by the Oklahoma Attorney General.  In-state travel, including some overnight travel, is expected.  Also, out-of-state training opportunities will be available.

Essential Functions: 

  • Work as a member of an interdisciplinary team of agents, attorneys, and analysts
  • Communicating well with team members, team leadership, and external stakeholders
  • Assist in establishing audit objectives, methodology, and procedures
  • Complete audit, analysis, and information reviews in a timely manner
  • Inspect and analyze financial accounts and records such as banking data
  • Inspect and analyze medical coding, billing, and/or other information
  • Interpreting SoonerCare/Medicaid data
  • Comparing disparate data sets, such as Medicaid billing data and US Customs and Border Protection data
  • Proficient use of Microsoft Excel, Microsoft Access databases, and Business Objects
  • Identify errors and discrepancies in documentation
  • Explain findings in detailed reports
  • Review for compliance
  • Assist in compiling and analyzing MFCU work data
  • Audit internal MFCU processes
  • Perform internal audits of the MFCU, its systems, and its practices
  • Other duties as assigned

Required Qualifications: 

A qualified candidate be able to review complex accounting and financial data produced by sophisticated companies and must have the ability to prepare written and oral recommendations regarding any findings. Some travel is required. The job requires regular use of Microsoft Excel and Microsoft Access databases.  The successful applicant will work in-office, in our Oklahoma City location, five days a week.

All applicants must possess a bachelor's degree or higher, in fields such as Accounting, Business, Criminal Justice, Data Science, Healthcare Administration, Health Information Management, Public Health, or Statistics.

Preferred Qualifications:

  • Certified Fraud Examiner (CFE) designation
  • Certified Internal Auditor (CIA) designation
  • Certified Government Auditing Professional (CGAP) designation
  • Certified Information Systems Auditor (CISA) designation
  • Certified Healthcare Auditor (CHA)
  • Certified Public Accountant (CPA) designation or eligibility
  • Experience with the Medicaid iCE system
  • Experience with health care billing and/or analysis, and CPT/HCPC coding
  • Understanding of the health insurance paradigm
  • Experience working with law enforcement agencies
  • Experience working with health care program integrity entities
  • Experience testifying in court proceedings or similar venues
  • Experience providing professional opinions and reports
  • Experience with Business Objects
  • Experience with Adobe Professional
  • Audit experience
  • SQL database experience and proficiency

Stevens Amendment Statement:

The Oklahoma Attorney General’s Office Medicaid Fraud Control Unit receives 75% percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $4,527,129.64 for Federal fiscal year (FY) 2024. The remaining 25% percent, totaling $1,509,367.95 for FY 2024, is funded by the State of Oklahoma. The federal fiscal year 2024 is defined as October 1, 2024, through September 30, 2025.
