Opportunity awaits! We are seeking a Workforce Strategy Data Analyst (Operations and Policy Analyst 3) to join our dynamic Human Resources team at the Oregon Department of Human Services.

In this pivotal role, you will design, implement, and maintain workflow tracking tools and reporting dashboards that support the Classification & Compensation, Workday Administration, , and Recruitment Teams. . Your work will play a vital role in meeting essential reporting requirements through data-informed analysis, developing meaningful metrics, and delivering insights in various formats—including dashboards, reports, and narrative summaries.

Summary of Duties

As a Workforce Strategy Data Analyst, you will:

  • Identify workforce trends by cultivating new data sources in concert with HR leadership.  

  • Evaluate current Recruitment, Classification & Compensation, and Workday Administration (HRIS) metrics and processes, and identify themes and trends in practices, as well as opportunities for improvement.

  • Make formal recommendations to improve data collection and reporting methods to HR Leadership.

  • Conduct regression modeling to help identify areas of improvement in areas of HR operations.

  • Perform analysis to evaluate quality and interpret the meaning of workforce data and collaborate with HR leaders to create operational responses to data interpretation.

  • Utilize Lean Daily Management System (LDMS) ideology to implement findings from workforce modeling and predictive assessments.

  • Oversee the removal of corrupted data and implement process improvements to correct coding errors and related problems.

Minimum Qualifications

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years of professional-level evaluative, analytical, and planning work.
    OR;
    Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Essential Attributes

We are looking for candidates with:

  • Proven hands-on experience with data analysis and visualization tools, including Power BI, Tableau, Excel, DAX, and Smartsheet, with a strong ability to develop dashboards, build data models, and utilize HR software to generate actionable insights.

  • Ability to extract meaningful insights from data and identify trends and patterns.

  • Strong communication and collaboration skills. Ability to clearly articulate findings, collaborate inclusively with partners and team members, and present data to diverse audiences at all levels within the organization. 

  • Experience ensuring data is transparent, accountable, and respectful, with a focus on data quality, integrity, privacy, and ethics.

  • Data visualization skills including the ability to use statistical analysis, storytelling, visualization tools, design principles, and communication to present complex data in a clear, concise, and accessible manner to highlight key findings, simplify data, and communicate insights.

  • Experience managing data governance, security roles, and permissions, and safeguarding the integrity of data.

  • Solid understanding of workforce planning principles—including forecasting and talent acquisition—paired with strong HR, workforce, and business acumen to identify and address organizational challenges and opportunities.

Working Conditions

  • Your work will have a hybrid work format that includes some work that can be conducted remotely and office work.

  • Position requires the incumbent to work a professional work week (typically Monday-Friday) where the hours of work may fluctuate on a daily and weekly basis.

  • Occasional overnight travel may be required. Travel requires that the incumbent have a valid driver’s license or an alternative form of transportation.
