RM  Data Transformation – Data Governance & Data Program Team Lead (C15) 

Team Overview  

As part of the recently created Enterprise Risk Management (ERM) Data Governance Transformation Team, you will be part of a group that is responsible and accountable for the following: Establish, maintain, and communicate the Enterprise Risk Data and Tech transformation Management data strategy; Create and deliver technology implementation roadmaps, ensuring that both business and regulatory requirements are met;  Drive implementation and adoption of consistent data management standards and capabilities to support the Enterprise Risk Management Framework across the enterprise and relevant businesses / functions / regions; Establish Data Governance Working Groups and Forums to provide oversight, strategic direction, management and monitoring of the ERM Data Concerns, ERM Transformation Project Progress, Data Breaches, and Prioritizations of Tech Solutioning across the respective ERM Pillars. Provide oversight to ERM Use Case programs to ensure consistency within ERM and across Risk and Finance RBCMs. 

Role Overview  

Sitting within the ERM Data & Technology Group within Data Risk Management, the ERM Data Governance& Data Program Team Lead is responsible for managing a team of execution specialists across different geographies to achieve the successful, on-time execution of Risk BCBS 239 Key Enterprise Risk Management Reporting Use Cases within the framework of the Enterprise Central Data Office (ECDO) Data Operating Model-- specifically focusing on establishing the ERM Data Governance oversight model and the support of the ERM Data Domain. The ERM Data Governance & Data Program Team Lead is primarily responsible for ensuring the Endpoint owners and cross-functional stakeholders realize the benefits of enterprise-wide adoption of a data governance discipline, value pursue data integrity, accuracy and timeliness of data that support ERM’s strategies, and is focused on improving data quality to fuel opportunity, innovation, and business value. 

The ideal candidate should demonstrate proven ability to collaborate with multiple stakeholders across Enterprise Risk Management, Wholesale Credit Risk, Retail Credit Risk, Markets Risk, Independent Risk, Compliance, Finance, Operations & Technology and the Enterprise Data Office. The candidate must be able to work effectively in a cross-functional environment without close supervision and with colleagues who may not be in the same geographic location. The role requires strong analytical, interpersonal and leadership skills that rely on influence and building effective partnerships to execute our business plans and controls in a systematic, measurable, and effective way. 
 

The role will support the ERM Data Governance Transformation Lead as they support the Data ERM D&T lead. The job requires a broad and comprehensive understanding of the strategic direction of Data within the firm, combined with a solid conceptual/practical grounding in both the function and/or area of expertise. A deep understanding of enterprise risk processes and reports within the financial services industry along with a comprehensive understanding of data governance and data management is essential. Excellent communication skills are required to negotiate internally, often at a senior level. The role will actively apply a range of problem solving, communication, and stakeholder management skills. In addition, this role requires ability to facilitate engagement and communication between the Execution Leadership Teams within Enterprise Risk Management and within Data Risk Management, across ERM and Risk Stripe Product Leads and other key stakeholders (i.e., report and process owners, Technology partners, upstream Risk stripe partners) and will work closely with the Enterprise Chief Data Office (ECDO). The ideal candidate will be able to demonstrate excellent communication skills with the ability to influence a wide range of audiences from the most junior to the senior executive suite. Critical to this role is the ability to adapt to the changing demands of a fast pace, execution and results oriented environment which requires responsiveness to changing demands, and potential changes in business scope in role.  

Responsibilities 

  • Lead the ERM Data Governance Process and the Data Governance Forums inclusive of the Working Groups that support the ERM Data Governance Council specific to ERM Domain issues including Critical Dat Elements management, Data Concerns and Data issue resolution, ERM Transformation Progress, EUC Remediation efforts, Regulatory Compliance, Compensating Controls validation and remediation.
  • Develops strategic direction of the function to harmonize with overall business objectives
  • Responsible for ensuring that Use Case Execution is efficient, effective, and that the artifacts align to Citi data governance policy. 
  • Responsible for assessing interdependencies across Risk Stripe Use Cases, identifying potential gaps, delivery conflicts, proposing resolution and executing upon remediation. 
  • Partner with Use Case Execution Governance Leads to ensure adherence to latest ECDO Use Case Guidelines
  • Work closely with all business leaders, in addition to the Data Quality organization, Data Owners, Technology Owners, and Enterprise Data Office personnel teams to support programs for the development and implementation of best-in-class Data Quality management policies, procedures and capabilities including continuous improvement, monitoring, control, and governance of Data Quality 
  • Responsible for internal peer review of RBCM submissions and consistency with other Risk stripes 
  • Responsible for ensuring consistency of execution of Use Case artifacts across all RBCMs and that all artifacts are documented appropriately in the ECDO formats. Ensure all artifacts are well organized and readily available in Teams. Partner with Product Leads to ensure final, ap‐proved artifacts are maintained in a secure location for Audit purposes. 
  • Responsible for partnering with Use Case Execution Governance Leads to ensure execution methodology and all work products are consistent across all Risk Use Cases 
  • Partner with the Data Quality and Analytics Lead to establish processes to data quality measurement, monitoring, reporting and governance 
  • Responsible for Critical Data Elements rationalization partnering with the ERDL Lead and Domain Owner Delegate  
  • Partnering with ERDL Lead and Domain Owner Delegate to stand-up Data Domain per Citi’s Data Policies and Procedures. This includes leading ERM Data Governance Working Groups, preparing materials for presentation to the ERM Data Governance Forum. Scheduling meetings, minute meetings and follow up on Action items. 
  • Additional responsibilities may include activities such as cataloging of Data Elements (DEs) and Critical Data Elements (CDEs) within a Domain including their identification, classification, bringing them under governance and inventorying their usage 
  • Drive engagement and accountability with other risk categories WCR, Retail, Markets and Finance with respect to DCRM remediation 
  • Appropriately assess risk when business decisions are made, demonstrating consideration for the firm’s reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable rules, laws, and regulations, adhering to Policy, applying sound ethical judgement regarding personal behaviour, conduct and business practices, and escalating managing and reporting control issues with transparency

Qualifications 

Qualifications 

  • 15+ years experience as senior delivery manager
  • 8+ years of relevant experience in the financial service industry 
  •  5+  years’ experience leading large cross-functional initiatives specifically related to the definition, analysis, implementation of data management related initiatives   
  • Demonstrated understanding of data governance, management, and data capabilities needed for a robust data program in support of business objectives 
  • Demonstrated understanding of data domains, structure, monitoring and integration within a data governance operating model. 
  • Proven track record in transformation roles including in managing large complex cross-company transformation programs, including Finance, Risk and Controls, Regulatory or Consulting roles, in financial service 
  •  Demonstrated experience of change management with program/project management or PMO experience in using a structured methodology to successfully track, plan, monitor, and re‐port on concurrent, multiple projects.
  • Advanced domain knowledge of Data Governance methodologies, with a focus on Data Quality is preferred. Practical experience in implementing Data 
  • Governance and Data Quality processes is highly preferred 
  • Can effectively lead change in an organization with Citigroup’s size, scale and complexity; Experience leveraging the processes and principles of change Proven 
  • Knowledgeable in risk platforms, architecture, and technology in banking. 
  • Experience in leading the establishment of data capabilities at an enterprise level 
  • Experience in risk data, financial platform implementations and managing risk systems. 
  • Strong knowledge of Risk Management and/or Regulatory Reporting including knowledge of risk management reporting and processes a must have 
  • Subject matter expertise in Counterparty Credit Risk (CCR) and/ or Market Risk a plus 
  • Thorough knowledge of how own function integrates within the overall organization and across the Enterprise to contribute to achieving business goals
  • Report Data Quality issues through Citi’s corresponding Data/Issue management process
  • Strong analytical skills, “attention to detail,” willingness to "roll up sleeves" and produce a polished, high quality, accurate product; tireless work ethic with ability to work well under pressure 
  • Exceptional oral communication and writing skills, with ability to synthesize complex concepts, and translate into "user-friendly" language for multiple audiences, including senior management, multiple internal constituents, regulators vendors, and global teams.
  • Influence and negotiate successfully with senior leaders and all facets of the organization (across all functions)
  • Communicates effectively, develops and delivers multi-mode communications that convey a clear understanding of the unique needs of different audiences; able to drive consensus, and influence relationships at all levels management to drive organizational change, defining change criteria, providing support and education, managing resistance, and measuring outcomes
  • Manages through ambiguity by making sense of complex, high quantity and sometimes contradictory information to effectively solve problems
  • Understanding of the overall regulatory environment and previous experience working with regulators on data plan execution, preferred
  • Ability to solve problems effectively. Requires advanced judgment and conducts in-depth quantitative or qualitative analysis to solve problems and develop new, innovative solutions. Required to think beyond existing solutions, assumptions, or current knowledge of sophisticated areas. Provide feedback based on analysis of information in complicated, unique, and dynamic situations, drawing on a diverse range of internal and external sources
  • Ability to effectively communicate at all organizational levels including the ability to influence senior Risk, Finance, Data and Business Line senior stakeholders 
  • Self-motivated with the ability to make decisions in absence of detailed instructions with impeccable business judgment  
  • Flexible, team-oriented with excellent interpersonal and collaborative skills. 
  • Proven ability to deal with ambiguity in a rapidly changing business environment, resolve problems, and offer impacting solutions. 
  • Solid Microsoft Excel and PowerPoint skills and the ability to develop advanced knowledge of MS Excel and Access (or other database front-end query applications) 
  • Bachelor’s degree in Data Science, Technology, Risk Management or equivalent work experience
  • Master’s Degree preferred.
