Under the direction of the Senior Program Manager, the Assistant Manager of Performance Management & Data Operations will harness data to improve Planning Department operations. The Assistant Manager will create a culture of data-driven performance management by implementing performance management tools across the Planning Department. This role will also manage data quality control processes, develop and optimize operational reports and dashboards, and respond to data inquiries. The Assistant Manager will be an important contributor to ongoing efforts to modernize the Planning Department’s development review processes.
This role will collaborate with cross-functional teams to understand requirements, create actionable insights, and help drive decision-making.
Responsibilities
Data-Driven Performance Management & Process Enhancement:
- With an initial focus on development review, identify operational gaps and opportunities to define data standards, workflows, and reports.
- Create and implement new process and reporting standards to support the new development review process, aligned with Article 80 Modernization goals.
- Training and support: Provide documentation, training, and support to end-users on processes and reports.
- Collaborate across Planning Department divisions to map existing workflows and identify opportunities to incorporate data-driven decision-making.
Data Quality Assurance:
- Ensure and maintain department data quality, including historic department data.
- Conduct monthly and annual data quality audits.
- Work with Development Review and IT divisions to improve quality control processes. Identify automation opportunities to reduce manual efforts and improve accuracy.
Data Analysis and Reporting:
- Provide answers to requests for data, conducting data analysis or research as necessary.
- Analyze data to identify trends, opportunities, and areas for improvement, providing actionable recommendations to stakeholders.
- Maintain an inventory and documentation for internal and public-facing reports and dashboards.
- Develop new reports and dashboards in collaboration with the Development Review and IT divisions. Create implementation plans and detailed business requirements.
Collaboration:
- Collaborate with department and inter-departmental teams.
- Primary teams include the Planning Dept divisions (Development Review, IT, etc.), the Mayor’s Office of Housing, and the Department of Innovation and Technology.
Manage Staff:
- Manage Data Operations Analyst and any future additional personnel.
- Perform other related duties as required.
Minimum Entrance Qualifications
- Six plus (6+) years of experience in data analysis and performance management.
- Candidates holding a bachelor’s degree in a closely related field with a minimum of three (3) years of experience may also apply.
- Proven experience defining and creating a data-driven culture.
- Proven experience as a Data Analyst or similar role, with a strong understanding of data analysis techniques and methodologies.
- Experience with data visualization tools and data dashboards (Power BI preferred).
- Excellent communication and interpersonal skills, with the ability to collaborate effectively in a multidisciplinary team environment.
- Prior experience in the public sector is preferred.
