The Programme Analyst, Population and Data Management for Policy and Services is responsible for assisting in the development and implementation of the UNFPA country programme, focusing on population issues and their relationship to development, and data and evidence management.

The UNFPA Country Programme in Peru 2022-2026 seeks to strengthen the capacities of the national statistical system to facilitate the incorporation of demographic dynamics and megatrends into public policies, including the production of disaggregated data that make visible the situation of the most disadvantaged population groups in humanitarian and development settings. UNFPA considers demographic intelligence and the use of data, with an emphasis on data analytics, as strategies for meeting the national and international development and population goals adopted by the country.
The UNFPA Peru Country Programme emphasizes the importance of generating evidence on the main demographic components, and considering their relationship with the other components of the programme, including sexual and reproductive health and rights, social and gender norms and gender-based violence, child marriages and early unions, with emphasis on the most vulnerable population groups. To achieve this objective, it establishes partnerships with governmental and non-governmental organizations (NGOs), academic institutions, media organizations and other agencies of the United Nations system.
Job Purpose:
The Programme Analyst, Population and Data Management for Policy and Services assists in the development and implementation of UNFPA's Country Programme, focusing on population issues and their relationship to development, and data and evidence management. Through this role, the country office strengthens its capacity to analyze relevant demographic, political, social and economic trends and provides inputs for the formulation, implementation, monitoring and evaluation of programs and projects, ensuring compliance with established procedures. This role also provides the country office with capacities to strengthen the generation, processing, analysis and use of data and evidence using new technologies, including data science and artificial intelligence, among others.
You would be responsible for:
- Support the effective management of UNFPA activities and coordination with other relevant actors in the areas of population and development and data that lead to the successful achievement of the Country Programme outputs and their interlinkages and their countribution to the three transformative results of the UNFPA Strategic Plan.
- Analyze and propose the use of SRH epidemiological, demographic and socioeconomic data including a gender lens; prepare documents and presentations that can serve as a basis for the formulation of public policies, ensuring at all times the contribution to all areas of the Country Programme from the provision of evidence.
- Provide innovative approaches including the use of data science in knowledge products produced by the Country Office and in technical assistance provided to strategic allies of the national statistical system, including, for example, the integration of data science (and artificial intelligence) in censuses, population-based surveys and administrative records including in SRH and gender based violence.
- Manage UNFPA's population and development activities and data interconectivity with outputs related to SRH and GBV efficiently and effectively:
- Participate in the formulation of the United Nations cooperation framework at all stages, the country programme and component projects, collecting and analysing information relevant to UNFPA's role in the country, drafting project documents and work plans; and preparing tables and statistical data.
- Analyze and interpret the political, social and economic environment relevant to UNFPA population and development activities including their conection to SRH and GBV and identify opportunities for UNFPA assistance and intervention.
- In coordination with the regional census and R&D team, support the implementation of census projects and the strengthening of the national statistical system.
- Contribute to the advocacy and capacity building required for the design of a national population policy and guidelines for the territory, with relevant institutions (including PCM, CEPLAN, MIMP).
- Contribute to the development and implementation of relevant strategies and accelerators of the Country Programme outputs under her/his direct responsability and the contribution on data management of Population and Development, SRH and Gender based Violence (communication, digitalization, innovation, evidence, LNOB, disabilities, indigenous and Afro-descendant peoples, migrants and refugees, etc.).
- Assist in the country office's advocacy and resource mobilization efforts.
- Support public information meetings and events, in the preparation of P&D background material relevant to these events.
- To be the focal point for monitoring and evaluation of the Country Office; to act as the country programme evaluation manager and to represent UNFPA in the monitoring and evaluation processes of the United Nations system cooperation framework in the country and other interagency initiatives
- Production and exchange of knowledge:
- Support the generation and storage of knowledge by synthesizing findings and lessons learned, success stories and best practices, strategies and approaches, on current and emerging trends in the country environment with respect to population dynamics and SRH and GBV data related issues and their interlinkages.
- Manage the development of the Population Situation Analysis.
- Provide data analysis and recommendations -i.e SRH, population related, and gender-based violence- to create or strengthen collaborative relationships with government counterparts, implementing partners, knowledge networks and other UN agencies to facilitate the timely and efficient delivery of required inputs.
- Contribute to regional exchanges and initiatives led by regional advisors and experts.
- Keep abreast of policy developments in the region and in the country by preparing briefs to contribute to policy dialogue initiatives, programme and project formulation and advocacy materials.
Qualifications and Experience:
Education:
- Bachelor's degree in demography, population studies, statistics, epidemiology, economics, social sciences or related fields.
- Master's degree in demography, population studies, economics, statistics, epidemiology, or public policy.
- Certification in data science and/or data analysis is desirable.
Knowledge and Experience:
- Five years of professional experience in the field of development and population activities, with experience in program/project management.
- It is desirable proven experience in the design, implementation and analysis on Population and Housing Census, National Health and Demographic Survey, Gender based Violence, among others.
- Practical experience in design, monitoring and evaluation of development projects.
- Experience using office software packages, web-based management systems, statistical software, and data science/data analytics applications.
Languages:
Fluency in Spanish and English, spoken and written, is required.
