Our Safety and System Assurance Department is currently looking for a Safety Risk Management Specialist. This role is crucial for managing the organization's safety risks ensuring the protection of employees, the public, passengers, and contractors. The specialist will enhance our ability to consistently identify risks and implement effective mitigation strategies, thereby improving safety and operational efficiency. 

The Risk Management Specialist tracks the performance of safety action over time, maintains a record of intervention versus outcome for each safety risk, and over time, generates a register of actions that are most likely to produce safety value to prevent or mitigate a specific safety risk or category of safety events. By delivering on the Safety Risk Management Program, the Risk Management Specialist directly contributes to the achievement of the Metrolinx corporate safety strategic goals and objectives.

What will I be doing?

  • Execute elements of the safety risk management framework and strategy to address safety risks within operational programs, engineering project deviations, and incident investigations. In doing so, ensure that the safety risk management framework is understood and applied consistently across all business units in order to enhance operational safety at Metrolinx. 
  • Collaborate with business units and external stakeholders in the application of safety risk management processes, standards, systems, and procedures in the conduct of safety risk assessments compliant with the Metrolinx Risk Management Maturity Model. 
  • Conduct and/or guide the conduct of quantitative and qualitative analysis of safety risks within operational programs in order to identify high priority safety risks. 
  • Develop and maintain Safety Risk models using historical data and risk analysis results to support data-driven decision-making.
  • Analyse safety data to categorize, estimate, and prioritize the safety risks which can affect an operational program, including safety risks identified during an incident investigation. 
  • Develop and maintain the Safety Risk Scorecard that clearly defines, quantifies and trends higher priority risk to produce actionable insight for targeted stakeholders and decision-makers, including business units and organizational leadership. 
  • Deliver safety risk management guidance, training, and advice to business units and external stakeholders in order to build safety risk awareness and to ensure consistent due diligence with respect to safety within Metrolinx. 
  • Facilitate safety workshops with Metrolinx business units to collect safety data associated with potential safety risks within operational programs and engineering project deviations to ensure the safety risks are identified and appropriately addressed. 
  • Recommend ways to maximize safety awareness and promote positive safety culture within the business units. 
  • Support the continuous improvement of safety at Metrolinx through the application of standardized safety risk assessment and risk control practices, consistent with Metrolinx Enterprise Risk Management. 
  • Collaborates with business units and external stakeholders with respect to enterprise-wide safety risk management.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Risk Management, Engineering, Business Administration, Analytics, Statistics, or a related discipline – or a combination of education, training and experience deemed equivalent. 
  • Demonstrated experience in safety risk management, safety assessments and/or safety investigations. Experience with applying ISO 31000 for risk management would be an asset 
  • Proficiency in computer applications, including MS Office (e.g. Outlook, Word, Excel, PowerPoint). 
  • Experience producing data visualizations with Power BIan asset, as are experience with Python, R, SAS, JMP or other statistical analysis tools. 
  • Experience with risk modeling and spatial analysis tools, such as GIS, is considered an asset.
  • Experience with system and databases that support the collection, analysis, and reporting of risk information.
  • Analytical and problem-solving skills to analyze problems, detect root causes, and resolve issues. 
  • Effective project management skills to support the delivery of inter-dependent projects with high complexity, risk, and organizational impact. 
  • Certified Analytics Professional (CAP), Certified Project Manager (CPM) and/or Canadian Risk Management (CRM) designation would be an asset. 
  • Effective oral communication, presentation and consultation skills to provide expertise/advice to colleagues and management. 
  • Effective written communication skills to provide internal and external reports, briefings and memoranda. 
  • Active listening skills in order to understand the full extent of issues, concentration to analyze issues, and resolve issues. 
  • Agile and demonstrated flexibility to multitask and deal with interruptions for urgent requests for information. 
  • Experience with leading and managing projects, including monitoring project activities for adherence to timelines and expected project performance results.
