Title: Educational Data Analysis Consultant for Summer Literacy Intervention Program
Duration: May 2025 – August 2025
Location: Remote position; however, candidates residing in counties neighboring Collier County, FL, are preferred.
Background:
Room to Read’s Summer Literacy program is a six-week literacy initiative providing three hours of daily instruction to approximately 400 children in K-3 (rising 2nd graders). The program is specifically designed to strengthen early-grade literacy skills, prevent the "summer slide" — a common decline in academic skills during summer vacation—and enhance foundational reading competencies. Through structured phonics assessments, attendance tracking, student portfolios, and observational data collection, Room to Read will evaluate the intervention's effectiveness, inform continuous improvements, and develop strategies for sustained literacy achievement.
Objective of the Consultancy:
The consultant will be responsible for collecting and analyzing data from the Summer Literacy Intervention to evaluate its effectiveness in achieving the three primary goals outlined above. The consultant will provide a comprehensive report with findings, conclusions, and recommendations for program improvement.
Scope of Work:
Conduct pre- and post-intervention assessments to measure literacy skill gains. Room to Read will provide data collection instruments.
Perform quality checks on pre- and post-assessment and demographic data.
Analyze collected data to determine the effectiveness of the intervention against intended goals.
Produce a detailed report summarizing findings, conclusions, and recommendations for improving future summer literacy interventions.
Present findings to relevant stakeholders through a formal presentation or workshop.
Develop a data collection plan in collaboration with program staff.
Deliverables:
Data collection plan.
Conduct an in-person/virtual 45–60-minute data collection training covering procedures, recommendations, and quality control measures for Room to Read partner agencies implementing the summer program. Outline the timeline for quality checks to ensure accurate and reliable data collection. Include timeline for quality checks.
Clean, de-identified dataset.
Comprehensive report including findings, conclusions, and recommendations. Report format to be provided at a later date.
Presentation of findings to stakeholders.
Qualifications:
Advanced degree in education or related social sciences, with specific training in quantitative research methods. Experience with qualitative research is an advantage.
Demonstrated experience in data collection and analysis for early grade education interventions.
Strong analytical, writing, and presentation skills.
Familiarity with literacy assessment tools and methodologies.
Duration and Timeline:
The consultancy will be conducted between May 2025 – August 2025, with all deliverables completed by August 2025. While there is flexibility to adjust or modify certain dates as needed, items marked with an asterisk (*) represent firm dates that must be strictly adhered to.

May 2025
Project kick-off meeting
Review and analyze the existing Monitoring, Evaluation, Accountability, and Learning (MEAL) plan for the summer literacy program.
May 28, 2025
Meeting with the Program Team and Project Manager to discuss recommendations for refining the current MEAL plan. Finalize decisions on the MEAL design.
May 29, 2025- June 4, 2025
Develop and share a finalized MEAL plan with Room to Read and partnering agencies.
June 3, 2025*
Conduct an in-person/virtual 45–60-minute training session covering procedures, recommendations, and quality control measures to ensure accurate and reliable data collection. Include timeline for quality checks.
June 4, 2025 – June 13, 2025
Perform initial quality checks on pre-assessment results and demographic data. Provide feedback and recommendations to Room to Read and partnering agencies for any necessary adjustments.
June 30, 2025 – July 7, 2025
Conduct quality assurance reviews on post-assessment data and other relevant collected information.
July 21, 2025 – July 25, 2025
Conduct additional quality assurance reviews on post-assessment data and other relevant collected information.
July 25, 2025*
Deadline for final data submission from Partner 2 (400 students).
August 1, 2025*
Submit aggregated and disaggregated data (by agency) to Room to Read’s program team.
August 15, 2025*
Submit disaggregated data reports to each partnering agency.
August 20, 2025
Final debrief meeting with Room to Read’s program team.
Reporting:
The consultant will report to the Project Manager for US programs and work closely with the program team throughout the consultancy period.
