The Office of Student Health and Wellness (OSHW) aims to eliminate health-related barriers to learning and advance health equity in Chicago. CPS is committed to addressing barriers to student health and wellness and providing education, programs, and activities that help improve the quality of life for students attending our schools as well as strive to decrease health disparities within the district through the coordination of school health programs and student health services.


The  Data Manager for the Office of Student Health and Wellness will manage the Health Information Team and provide critical support in ensuring health and wellness initiatives are data driven and effective. They manage all data activities across OSHW, including collection, analysis, reporting, strategy, and key performance indicator tracking.  This includes tracking health data for impact on school communities and priority District initiatives.  This role reports to the Director of Public Health Operations with high level leadership from the Executive Director, OSHW and Executive Director, School Nursing. This is a full-time, exempt position that will be paid for time worked on a salary basis.


The Data Manager will be held accountable for the following responsibilities:

  • Directly manage and supervise the Health Information Team (HIT) which includes:  3 Data Analysts, Data Strategist, Health Data Surveillance Specialist, and part-time/miscellaneous employees.
  • Provide routine support, professional development opportunities, feedback, and merit based evaluations for HIT staff.Lead and facilitate data support to all OSHW content areas and teams, providing expertise on data management, statistics, epidemiology, and CPS health and wellness data. 
  • Lead and manage collaboration efforts and projects across relevant CPS departments to improve data infrastructure and reporting. 
  • Manage key performance indicator (KPI) development  and KPI reporting systems to support OSHW Continuous Improvement Plan goals and the strategic initiatives of CPS.
  • Manage data relationships and data exchange processes with external research partners and local, state, and federal government agencies.
  • Prioritize internal and external research projects to align with OSHW and CPS goals.
  • Oversee development and implementation of data evaluations for OSHW initiatives, grants applications, and research proposals.
  • Oversee completion of all State mandated data reporting assigned to OSHW. 
  • Manage staff members to ensure successful implementation of key surveys, including the Youth Risk Behavior Survey, Healthy CPS Survey, School Health Profiles, and Illinois Youth Survey.Enforce and continuously improve data standards and policies for OSHW. 
  • Develop and implement data collection systems and other strategies that optimize statistical efficiency and data quality.
  • Locate and define new process improvement opportunities.
  • Other duties as assigned. 

In order to be successful and achieve the above responsibilities, the Data Manager must possess the following qualifications: 
Education Required: 

  • Bachelor’s degree from an accredited college or university in public policy, public health, or related field.
  • Master’s Degree from an accredited university in Public Health, Statistics, Epidemiology or related field preferred. 

Experience Required: 

  • Minimum of five (5) years experience of relevant work experience in analysis of public health related data sets.
  • Minimum of three (3) years of direct supervisory experience managing teams of direct reports.
  • Experience writing code or working with data analytic tools (SAS, R, SPSS, STATA, etc) and the ability to use or learn SAS is required; experience with BI tools is preferred. 
  • Experience with CPS data systems is preferred.


Other Requirements:

  • Must work with approved enterprise analytic tool sets (SAS or SQL)
  • Adhere to a set of guiding principles for analytic practice as established by the Data Governance Council


Knowledge, Skills, and Abilities: 

  • Strong leadership skills. Ability to manage and supervise staff at multiple levels of experience and skill.
  • Ability to manage and prioritize multiple projects simultaneously with a high degree of accuracy and attention to detail.
  • Solid understanding of the principles of database management and business process workflow.
  • Ability to work independently and collaboratively to accomplish responsibilities, goals and projects.
  • Ability to build collaborative relationships with a variety of internal and external partners.
  • Provide excellent customer service to both internal and external customers.
  • Exhibit excellent written and oral communication skills with the ability to work with both technical and non-technical users.
  • Ability to respond accurately, comprehensively, and clearly to questions from various audiences.Proficiency in SAS, SQR, R, STATA, or other statistical software. 
  • Proficiency in Google Suite and Microsoft Office Suite.
  • Extensive experience managing and analyzing large, complex datasets. 
  • Ability to write advanced queries and produce reports.
  • Self-motivated with high ethical standards.
  • Knowledge of statistics and experience using statistical packages for analyzing large datasets (SAS strongly preferred).

    Conditions of Employment: As a condition of employment with the Chicago Public Schools (CPS), employees are required to:
  • Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
