The Department of Mental Health (DMH) is seeking a dynamic individual to serve in a contracted role as Business Intelligence Data Analyst Lead to help the organization make data-driven decisions and ultimately improve patient outcomes.
This is a contract position that reports to the Director of Data Management in the Data and Analytics Unit. This role supports the director and the department by providing a blend technical expertise in extracting, transforming, and loading (ETL) development and dashboard development.
The BI Analyst Lead will collaborate with Information Technology teams and internal business units to design, develop, and optimize data reporting needs ensuring the availability and integrity of data across DMH systems. This position will also play a key role in managing data workflows, troubleshooting ETL processes, and ensuring adherence to data governance, security, and compliance policies.
Duties and Responsibilities (these are a general summary and not all inclusive):
- Lead the development and execution of business intelligence processes to support the Data and Analytics Unit.
- Design, build, and help maintain data pipelines that integrate data from multiple sources into centralized repositories supporting our BI platforms.
- Ensure data quality, lineage, and metadata management by enforcing best practices in business intelligence development and execution.
- Adhere and enforce agreed upon project management practices for the development of Business Intelligence data products.
- Collaborate with IT and business stakeholders to define data architecture, data storage solutions, and integration strategies to support front-end development.
- Develop, document, and implement dashboard development standards and best practices for business intelligence approach.
- Work with data analysts and business units to understand data requirements and implement solutions that meet reporting and analytical needs.
- Create and execute SQL queries, stored procedures, and scripts to transform and validate data.
- Ensure data security and compliance with applicable laws, regulations, and policies.
- Perform unit testing and validation before deployment.
- Create dashboards and reports using tools like Tableau or Power BI to present data in a way that’s easy to understand for non-technical stakeholders.
- Provide training and mentorship to team members on BI best practices, data integration tools, and methodologies.
- Perform other related duties as assigned to maintain high-quality data integration services.
Preferred Qualifications:
- Proven track record of relevant technical experience in ETL development, including SQL Server, Informatica, Tableau Prep, Snowflake, and Excel Power Query.
- Strong SQL skills, including experience in writing and optimizing complex queries, stored procedures, and performance tuning for relational databases.
- Practical knowledge of data warehousing concepts, including ETL pipelines, data modeling, and database optimization.
- Experience in defining business requirements and technical specifications for data integration and dashboard solutions.
- Experience with ETL tools and processes, including Informatica, Tableau Prep, SSMS, and Excel-based data transformation.
- Experience with BI tools such as Tableau, Microsoft Power BI, and SQL Server Reporting Services (SSRS/SSMS).
- Strong understanding of data governance, data quality management, metadata management, and best practices for ensuring data accuracy and consistency.
- Familiarity with cloud-based data platforms, specifically Snowflake, and best practices for cloud ETL and data lake architecture.
- Knowledge of Agile development methodologies, SDLC, and software design patterns relevant to ETL and data integration projects.
- Ability to perform data analysis, query design, data visualization, and statistical analysis to support decision-making.
- Strong problem-solving skills with the ability to troubleshoot and optimize ETL pipelines and data workflows.

4/30/2025 - 4/30/2026. Contracts are renewable, subject to the Department approval, performance and allocation of funds

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
