The Department of Mental Health (DMH) is seeking a dynamic individual to serve in a contracted role as Business Intelligence & Extract, Transform and Load (ETL) Data Analyst Lead.
This contract position reports to the Director of Data Management in the Data and Analytics Unit. This role supports the Data Director and the Department by providing technical expertise in extracting, transforming, and loading (ETL) data to build and maintain well-managed data solutions and pipelines.
The ETL Analyst Lead will collaborate with Information Technology teams and business units to design, develop, and optimize data integration processes, ensuring the availability and integrity of data across DMH systems. This position will also play a key role in managing data workflows, troubleshooting ETL processes, and ensuring adherence to data governance, security, and compliance policies.
Duties and Responsibilities (these are a general summary and not all inclusive):
- Lead the planning, development, and execution of ETL processes to support the Data and Analytics Unit.
- Design, build, and maintain ETL pipelines that integrate data from multiple sources into centralized repositories.
- Ensure data quality, lineage, and metadata management by enforcing best practices in ETL development and execution.
- Monitor and troubleshoot ETL processes, identifying and resolving data integration issues to ensure reliability and efficiency.
- Collaborate with IT and business stakeholders to define data architecture, data storage solutions, and integration strategies.
- Optimize database queries and performance, ensuring efficient data extraction, transformation, and loading.
- Develop, document, and implement ETL standards and best practices for data management and governance.
- Work with data analysts and business units to understand data requirements and implement solutions that meet reporting and analytical needs.
- Create and execute SQL queries, stored procedures, and scripts to transform and validate data.
- Implement automation for recurring ETL processes, minimizing manual interventions.
- Ensure data security and compliance with applicable laws, regulations, and policies.
- Perform unit testing and validation on ETL processes and data transformations before deployment.
- Generate reports, dashboards, and data visualizations to provide insights into data processing and quality.
- Provide training and mentorship to team members on ETL best practices, data integration tools, and methodologies.
- Stay updated with industry trends and new technologies related to ETL, data engineering, and cloud-based data solutions.
- Perform other related duties as assigned to maintain high-quality data integration services
Preferred Qualifications:
- Proven track record of relevant technical experience in ETL development, including SQL Server, Informatica, Tableau Prep, Snowflake, and Excel Power Query.
- Strong SQL skills, including experience in writing and optimizing complex queries, stored procedures, and performance tuning for relational databases.
- Practical knowledge of data warehousing concepts, including ETL pipelines, data modeling, and database optimization.
- Experience in defining business requirements and technical specifications for data integration and transformation solutions.
- Hands-on experience in designing and developing data models for analytical applications.
- Expertise in ETL tools and processes, including Informatica, Tableau Prep, Excel Power Query, and Excel-based data transformation.
- Experience working with BI tools such as Tableau, Microsoft Power BI, and SQL Server Reporting Services (SSRS).
- Strong understanding of data governance, data quality management, metadata management, and best practices for ensuring data accuracy and consistency.
- Experience with process automation for ETL workflows to enhance efficiency and reliability.
- Familiarity with cloud-based data platforms, specifically Snowflake, and best practices for cloud ETL and data lake architectures.
- Knowledge of Agile development methodologies, SDLC, and software design patterns relevant to ETL and data integration projects.
- Ability to perform data analysis, query design, data visualization, and statistical analysis to support decision-making.
- Experience with software testing methodologies, including test planning and execution for ETL processes.
- Strong problem-solving skills with the ability to troubleshoot and optimize ETL pipelines and data workflows.
- Excellent communication skills, with the ability to translate business needs into technical solutions and collaborate across departments.

Period of Service:
4/30/2025 - 4/30/2026. Contracts are renewable, subject to the Department approval, performance and allocation of fund.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
