About EOTSS and the Massachusetts Data Office 

The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise-level IT services and infrastructure, including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive data and digital services to 40,000 internal stakeholders plus the residents, businesses, and visitors to the Commonwealth of Massachusetts.

Under the leadership of the Chief Data Officer, the Massachusetts Data Office (MDO) partners with organizations across state government to transform how agencies use data to improve policies, services, and operations and better serve Massachusetts residents. We establish data procedures and policies, streamline data systems, and drive innovation in enterprise-wide data management and analytics. We're responsible for the enterprise data and information strategy and for facilitating data sharing among state agencies and with the public.  

 

About this role 

The MDO is hiring an experienced Data & AI Product Analyst to join the Massachusetts Data Office’s Delivery & Innovation team, which helps drive growth and progress on our new Enterprise Analytics program. Enterprise Analytics is a statewide program to help state agencies access and better use data for decision-making.  

As a Data & AI Product Analyst, you will support successful delivery of enterprise data solutions across government and help shape the future of our data and AI capabilities. You’ll work with business and technology stakeholders to deliver user-centered solutions, surface and resolve key product decisions, and translate agency needs into actionable analytics solutions. You will lead data product evaluations to assess adoption, usage, and performance, using insights to inform product roadmaps. You will also design and execute small-scale pilots of cutting-edge tools in AI, machine learning, and advanced analytics—exploring their value and fit for government. This is an ideal role for someone equally excited about user needs, data product innovation, and emerging technologies.

The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST, in a hybrid remote arrangement spent at the primary work location: One Ashburton Place, Boston, Massachusetts 02108. Applicants should be located within reasonable commuting distance of the primary work location.

 

Responsibilities: 

  • Under the direction of product managers, work with partner agencies to define and document policy priorities, business processes, and innovation opportunities in order to help inform the Data Office’s approach to innovation and data product delivery. 

  • Communicate business needs to technical teams and technology vendors and ensure technical products and services meet business needs; propose and design technical and process solutions.  

  • Evaluate data product performance through usage metrics, stakeholder feedback, and technical diagnostics; synthesize findings into recommendations for product roadmaps and prototypes. 

  • Collaborate with product managers, engineers, and analysts to define and track success metrics for data and AI products. 

  • Prototype small-scale AI/ML and analytics solutions using tools such as Python, R, or low-code platforms to demonstrate feasibility and inform future work at scale. 

  • Monitor trends in AI, ML, and data tooling to identify emerging technologies that could benefit Commonwealth agencies. 

  • Translate pilot findings into clear documentation and business cases for scaling innovation. 

  • Support the development of frameworks and playbooks for evaluating new data and AI technologies. 

  • Support efforts to streamline collaboration among the Data Office, Technology Office, and AI Center of Excellence. 

  • Communicate findings, recommendations, and project updates to non-technical stakeholders and executives. 

  • Perform other duties as assigned. 

Preferred Knowledge, Skills & Abilities  

  • Two (2) plus years of direct experience assisting with or implementing data or innovation programs. 

  • Two (2) plus years of relevant technical experience contributing to the development of data infrastructure and analytics projects. 

  • Proficiency in Python or R for data analysis, automation, and rapid prototyping of AI/ML tools. 

  • Proficiency with data visualization tools to build interactive dashboards, rapid prototypes, and working mockups for proofs of concept (e.g., Streamlit, Shiny, Plotly, etc.). 

  • Familiarity with modern AI/ML platforms, concepts, and tooling (e.g., LLMs, synthetic data tools, scikit-learn, etc.). 

  • Understanding of product performance metrics, experimentation, usage patterns, and evaluation methods. 

  • Comfort synthesizing complex technical results into accessible product insights and recommendations for non-technical teams. 

  • Ability to develop lightweight pilots or proof-of-concept projects for new tools and technologies. 

  • Curiosity to explore emerging technologies and bring fresh ideas into public sector use and drive innovation. 

  • Ability to pass a government background check.

Minimum Entrance Requirements: 

Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology data analytics, or (B) any equivalent combination of the required experience and the substitutions below.

 

Substitutions: 

I.  An Associate’s degree in a related field may substitute for one (1) year of the required experience.

II. A Bachelor’s degree or higher in a related field may substitute for the required experience.
