Nature of the Consultancy:
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Project Specialist (Evidence-based Governance) of IOM’s Data & Analytics Unit, the Consultant will be implementing capacity-building program for personnel from local government authorities on data management and analytics in close collaboration with the Senior Consultant on Capacity Building in Data Management & Analytics which will include in person trainings, field visits and remote mentorship support.
Project Context and Scope:
Almost eleven years since the onset of hostilities in the country, Ukraine continues to deal with challenges for nationwide socio-economic recovery and decentralization. Local administrations have limited capacities to assess and understand needs in their communities, impacting their ability to plan and deliver recovery efforts. Therefore, to support local recovery efforts, support is needed at the hromada level to promote inclusive governance and evidence-based decision making, including for the targeting of interventions.
To support hromadas to drive recovery processes in Ukraine, IOM is conducting trainings to increase the skills and capacities of hromadas in data collection, analysis and usage. The Consultant will oversee the planning and implementation of training activities to build on local capacities on data preparation (cleaning, verification, aggregation), management, and analysis in line with international standards and IOM’s internal toolbox. This will serve to strengthen local resilience and support the creation of locally defined recovery plans empirically based and adapted to the changing context in each hromada.
The trainings will involve in-person training sessions (six trainings and one workshop for senior hromada management), field visits and remote mentorship. The training program will be conducted in close collaboration and consultation with the Data & Analytics team of IOM Ukraine. The training materials and sessions to be delivered will reflect the following learning objectives:
Trainings for hromada management level:
Development of indicators for community-level planning and monitoring;
Exploring data available and gaps;
Organization of data processing within the hromada;
Use of data in local-level decision-making;
Trainings for technical staff level:
Organization of data storage;
Systematization of data and working with various data formats;
Understanding of the basics of data cleaning, analysis, and sharing;
Data analysis using various sources and data types;
Preparation of conclusions and recommendations based on data;
Knowledge of principles and guidelines related to confidentiality, informed consent, and data protection.

First deliverable – Completion of pilot training session and mentoring activities for participants from five hromadas and submission of feedback forms - Delivered by July 31, 2025
Second deliverable – Report on support provided to the Senior Consultant on Capacity Building in Data Management & Analytics with updating final version (in English and Ukrainian) of two-day training program and learning materials for data management training for technical staff based on pilot training as well as final version (in English and Ukrainian) of one day workshop for senior Hromada staff on recovery indicators, data processes and data management system in hromada – Delivered by August 31, 2025
Third deliverable – Completed workshop for senior management staff from 25 target hromadas; Lesson learned from completed initial training sessions for participants from 25 targeted hromadas, - Delivered by September 30, 2025
Fourth deliverable - Completion of training session for all participants from 25 targeted hromadas and submission of feedback forms - Delivered by October 31, 2025
Fifth deliverable – Completion of mentoring activities for all participants and submission of feedback forms. Completion and submission of a report of recommendations (in English) on further capacity building needs and responses, developed in collaboration with Senior Consultant on Capacity Building in Data Management & Analytics – Delivered by November 30, 2025
Perform such other duties as may be assigned.
Performance indicators for the evaluation of results:
- Consultant is responsive to IOM engagement on planning and implementation of trainings.
- Deliverables are submitted on time.
- Trainings and training materials are delivered in a manner that is technically sound yet accessible for a non-technical audience.
Education, Experience and/or skills required:
- Master's degree in Social Sciences, Data Analytics, Adult Education, or related field with a minimum of four years of relevant experience; OR a Bachelor’s degree in a similar field with a minimum of six years of relevant experience.
- Knowledge and experience of working with one or more quantitative software tools is required, e.g., MS Excel, Stata, SPSS and KoboToolbox.
- Extensive experience in developing trainings/capacity building materials on data management and processing, data analytics and assessment development, especially for use by local government or local organizations.
- Experience in conducting trainings of local government and/or civil society organizations in Ukraine would be a distinct advantage.
- Experience in managing projects, particularly in relation to training/capacity building.
- Experience of working with UN, NGOs, CSOs and/or government authorities.
- Knowledge and experience of working on displacement issues is desirable.
Language:
- Ukrainian – Fluency required
- English – would be an advantage
Travel required:
It is anticipated that the work of the Consultant may involve some travel to the regions of Ukraine.
