Background

The United Nations Development Programme (UNDP) is implementing a project to assess the rule of law and analyze local and international indicators, trends, and policy-relevant insights that impact and inform the anti-corruption landscape in Kuwait.  As part of this initiative, UNDP and Nazaha are looking to attain the services of a Data Analyst to provide timely and credible data analysis, including the examination of international governance indicators and the design and administration of corruption perception surveys that will inform strategic decision-making and contribute to policy formulation. The Data Analysts will support in-depth research, data collection, data cleaning, statistical analysis, and the production of monthly analytical reports.

Expected Duration: 

Up to 130 working days over 12 months (On a retainer Basis)

Duties and Responsibilities

  1. Data Collection and Management:
  • Identify and retrieve relevant datasets on anti-corruption, Rule of Law, and governance from reputable international and national sources (e.g., Transparency International, World Bank Governance Indicators, UNODC, national statistical offices).
  • Liaise with partner institutions and data providers to obtain, verify, and update data on a regular basis.
  • Clean, preprocess, and consolidate data from multiple sources into standardized formats suitable for analysis.
  • Develop and manage a database and ensure the effective training on it.

2. Indicator Analysis and Benchmarking

  • Compare national data to international benchmarks and standards, identifying gaps, strengths, and areas for improvement.
  • Develop database and indicator dashboards and visualization tools (e.g., dynamic charts, maps, and tables) to facilitate data interpretation and policy decision-making.
  • Monitor international indicators relevant to corruption, no less than 18 international indicators, that are monitored by the Research and Studies Department, including the Corruption Perceptions Index (CPI), the Bribery Index, the Rule of Law Index (WJP), and IMD Institute indicators. Develop analytical reports and related recommendations and improvement plans and linking these indicators to each other.

3. Develop Surveys:

  • Support the design and methodology development for perception surveys, including sampling strategies, questionnaires, and data collection tools.
  • Oversee or coordinate data collection processes (in collaboration with survey enumerators, third-party survey firms, or national statistics agencies), ensuring data quality and adherence to ethical standards.
  • Validate, clean, and analyze survey results, applying appropriate statistical techniques to derive meaningful conclusions.

4. Reporting and Communication of Findings:

  • Produce analytical reports, summarizing key findings, trends, and policy-relevant insights.
  • Prepare data briefs, infographics, and summary notes to communicate complex analyses in an accessible, policy-friendly format.
  • Contribute to the drafting of policy recommendations, working papers, and presentations for internal and external stakeholders, including government counterparts, donors, and civil society partners

5. Capacity Development and Knowledge Sharing:

  • Provide technical guidance and on-the-job training to project staff and partners on data analysis methodologies, statistical software, and interpretation of governance indicators.
  • Participate in workshops, seminars, and capacity-building events to share insights, best practices, and lessons learned.

6. Quality Assurance and Compliance:

  • Ensure that all data analyses and reports adhere to UNDP’s quality assurance standards, data protection policies, and ethical guidelines.
  • Stay up to date with relevant statistical techniques, software tools, and emerging practices in governance measurement and anti-corruption research.

7. Studies, Terms of Reference for Projects, and Oversight of Deliverables

  • Support in the development of an action plan to Implement the UNCAC. 
  • Develop terms of reference for studies on corruption and partake in the evaluation process. 
  • Support and provide oversight of project deliverables. 

The expected deliverables are:

  •  Analytical Reports: including executive summaries, key findings, and data visualizations.
  • Survey Data Products: Finalized survey datasets, codebooks, and analytical briefs following the completion of each survey round.
  • Indicator Dashboards: Regularly updated dashboards to track changes in anti-corruption, ROL, and governance indicators over time.
  • Capacity-Building Outputs: workshop presentations, and guidance notes on data analysis best practices.
  • Any additional reports as requested by the UNDP/ Nazaha

(a)The NPSA holder shall be responsible for the professional quality, technical accuracy, and coordination of all deliverables and other services furnished pursuant to this TOR. (b) To that end, The NPSA holder shall correct or shall revise, without additional compensation, any errors in its work product or shall make such revisions as are necessary as the result of the failure of The NPSA holder to provide an accurate, more efficient, and adequately constructable product in its context, specifications, or other services. (c) The review/approval/acceptance of or payment for the services shall NOT be construed to operate as a waiver of any rights or any cause of action arising out of the performance of this TOR. (d)

Institutional Arrangement

The Data Analysts will report to the UNDP Programme Manager and in close coordination with the Head of prevention at Nazaha. The Analyst will work closely with other members of the project team, including governance experts, survey specialists, and communications staff.

Required Skills and Experience

Education:

Master’s degree or equivalent in law, economics, finance, public policy or a closely related field is required. A bachelor’s degree in a relevant field in combination with two additional years of qualifying experience will be given due consideration in lieu of master’s degree.

Experience:

  • Minimum 5 years (with master’s degree) or 7 years (with bachelor’s degree) of relevant of professional experience in research, qualitative and quantitative analysis, and development of reports and other data materials.
  • Strong analytical skills in qualitative and quantitative analysis 
  • Research experience within international organizations, 
  •  Governments and/or relevant, globally recognized academic and research institutions. 
  • Experience in sustainable finance issues is required. 
  • Strong data management skills with the ability to collect, organize, analyze, and disseminate significant amounts of data with attention to detail and accuracy. 
  • Experience working with a UN or multilateral development agency, or international forums. 
  • Experience analyzing national budgets, medium-term and national development plans, 
  • Experience in economic and financial modeling.  
  • Experience with data analysis and statistics. 
  • Experience with research and report writing. 

Required Language(s) (at working level)

  • Excellent writing, editing, and oral communication skills in both Arabic & English are required.
