The Directorate for Education and Skills (EDU) leads the Organisation’s work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs and growth. The Directorate carries this out by providing statistics, analysis and policy advice to countries on a wide range of educational topics.
Within the Directorate, the Indicators of Educational Systems (INES) Programme and its Network for Labour Market and Social Outcomes (LSO) collect internationally harmonised data to publish indicators that benchmark the performance of education systems.
Job Description
EDU seeks a Data Analyst to advance INES’ data management and analysis processes. The position offers an exciting opportunity to innovate in data management and analysis in a highly impactful project. Responsibilities of the selected candidate will include developing new approaches to facilitate data exchange and validation with national authorities as well as continuously enhancing data management, processing and dissemination. S/he will contribute to the production of the annual OECD flagship publication Education at a Glance, in particular by developing and implementing processes to automate data analysis and dissemination. S/he will also use their expertise to contribute to other data-driven initiatives of the Directorate.
The selected candidate will work horizontally across the INES teams and other teams of the Directorate. S/he will report to the INES Programme Manager and the Head of the Innovation and Measuring Progress Division and will work in close collaboration with the Analysts and Statisticians responsible for the respective data collections.
Main Responsibilities
Data management and dissemination
- Develop solutions to facilitate and automate the collection, validation and processing of data received from Member and Partner Countries within the INES Programme.
- Develop automated processes for the production of figures, texts, and webpages based on this data.
- Implement the above-mentioned processes and ensure that outputs meet the highest standards in terms of clarity and accuracy.
- Develop innovative, user-friendly outputs that allow users to navigate and visualise data.
- Contribute to the processing and the analysis of other data (including data from non-standard sources) as needed.
- Contribute to other data-driven activities of the Directorate as needed.
Outreach and collaboration
- Work with national officials to identify possibilities to facilitate the data exchange and validation process between national administrations and the OECD Secretariat.
- Present proposals for improvements at meetings of the INES Working Party, of the LSO Network and during meetings of informal working groups with national officials.
- Represent the OECD in relevant international and national settings, as needed.
Technical leadership, capacity building and strategic guidance
- Stay up to date on technical developments, including by participating in trainings and attending technical conferences and workshops.
- Identify opportunities to improve data-related processes within the INES Programme and EDU and organise workshops and trainings to introduce them to the colleagues.
- Contribute to shaping the data strategy of EDU under the guidance of the senior management and in collaboration with colleagues in the Data Cluster of the Directorate.
Qualifications
Academic Background
- An advanced university degree in economics, statistics, social sciences, engineering, or computer science with a specialisation in data management and analysis.
Professional Background
- A minimum of 3-5 years of experience in advanced data management, data processing and data analysis for statistical or research purposes in an international organisation, national administration or the private sector.
- Experience in working with national statistical offices or other providers of official statistics would be an asset.
- Excellent communication skills, with a proven ability to liaise and collaborate effectively with technical and non-technical audiences.
Tools
- Excellent command of R for data collection, analysis, visualisation and automation, including significant experience in package development in R.
- In-depth familiarity with good practices in software engineering and with using Git for version control and collaboration.
- Experience in developing and delivering technical training. Relevant instructor training (e.g. Carpentries Instructor Training, RStudio Certified Trainers) would be an asset.
- Knowledge of a wide range of other relevant tools, including but not limited to Stata, Python, SQL, JavaScript, VBA, Power BI and SAS.
- Familiarity with SDMX would be an asset.
Core Competencies
- OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2).
- There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration
- One-year fixed term appointment, with the possibility of renewal.
- Depending on level of experience, monthly salary starts at either 6 665.76 EUR, plus allowances based on eligibility, exempt of French income tax.
