GIS Data and Analytics Analyst

We're looking for a passionate and experienced individual to join our dynamic GIS & Data team within the City of Richmond Hill’s IT Division. You’ll play a key role in implementing the City’s GIS Strategy elements, collaborate closely with our business partners, and develop exciting spatially enabled solutions for staff and the public.

What We’re Looking For:

  • Extensive experience with GIS spatial databases, Esri ArcSDE Geodatabase Management

  • Considerable experience with Esri’s Platform, including Enterprise, ArcGIS Online, and ArcGIS Pro

  • Considerable experience with Feature Manipulation Engine, FME Form & Flow

  • Experience rationalizing customer needs, solution development in an IT environment

Position Summary

The GIS Data and Analytics Analyst, will manage, maintain and examine data sets from various sources and systems and identify trends to help divisions across the corporation make strategic and informed business decisions. The GIS Data and Analytics Analyst will work closely with departments and divisions to design solutions that simplify, automate, and enable daily data operations. In addition to creating and managing data automation, quality testing for spatial and non-spatial data, and supporting data management related applications and solutions, this role will deliver reports, dashboards, mapping and visualizations to summarize insights from data mining, processing, and analysis. This role will operate under and promote ITs Data Governance framework, including data/database architecture, data management best practice, tools and software platforms, and reporting templates. The GIS Data and Analytics Analyst will complete professional work assignments in researching and analyzing operational processes and business requirements, as well as lead projects and project teams.

Key Duties and Responsibilities

Data Management and Project Management Functions:

  • Advance and enhance data governance as part of ITs Data Framework.

  • Lead, innovate, create, and support corporate data quality assessment, data modeling methodologies, data integration best practices, process models and data flows

  • Develop and implement spatial geodatabases, ArcSDE geodatabases, data management systems such as mobile/field applications & web mapping applications, surveys, data analytics and other strategies that optimize efficiency and quality

  • Consult with business partners to conduct needs requirements, assess functional and system and data requirements

  • Lead projects using project management principles and methodologies including the development of charters, objectives, and schedules

  • Lead spatial and non-spatial application development activities including design, development, and implementation

Data, Analytics and Reporting & Visualization Functions:

  • Lead, innovate, create, and support corporate reporting initiatives such as visualizations through reports, mapping, and dashboard best practices including documentation of governance and process

  • Identify, analyze, and interpret trends or patterns in complex data sets against key performance indicators and industry benchmarks

  • Interpret data using statistical modelling to provide ongoing reports and data visualization dashboards that expands an understanding of business process, targets, compliance and opportunities for improvement

  • Work with business partners to develop queries for, and automation, of monthly reporting, as well as perform ad hoc queries, data extracts, and data analysis to produce actionable information around key decision making

Duties and Responsibilities Cont'd

Quality Assurance and Due Diligence Functions:

  • Ensures quality control within spatial and non-spatial data through implementation of QA/QC procedures, development of standards, and performance monitoring as per the data governance framework

  • Monitors data related systems, applications, databases, and websites to ensure conformance to corporate standards and guidelines

  • Promotes and ensures user community understands and adheres to corporate data governance for data and products

  • Maintains knowledge of current and emerging GIS & Data products and technologies. Provides support to corporate and divisional initiatives related to data and spatial applications including strategies, policies, standards, and procedures.

Liaison, Communication and Customer Service:

  • Liaise with business partners, consultants, regional partnership, and vendors to ensure needs and requirements are met, and provide advice and support to user community on standards, models and applications

  • Participates on committees, work groups, task forces and special projects as needed

  • Promotes corporate data governance for spatial and non-spatial data through projects, presentations, and report preparation

  • Deliver user knowledge transfer and education as required

Education and Experience

  • University Degree in Information Technology, Computer Science, or related discipline with an emphasis on GIS, data management and analytics

  • Minimum 3 years of progressive experience in data and analytics, GIS, data management and data visualization

  • Experience in Data Management, GISP, PMO, Data Analytics Certifications considered an asset

Required Skills/Knowledge

  • Minimum of 3 years of progressively responsible and practical experience in data management, analytics and application of visualization tools with spatial and non-spatial data

  • Experience working with relational and non-relational database systems including database standards, design, data models, creation methods and techniques

  • Extensive experience with GIS spatial databases, Esri ArcSDE Geodatabase Management

  • Considerable experience Managing Esri Platform: ArcGIS Enterprise, Portal, ArcGIS Server, Data Store, ArcGIS Online, ArcSDE Geodatabases, including license administration

  • Experience working with industry data management, analytics, and visualization platforms and tools including Esri’s ArcGIS Suite, Python. Visualization tools such as PowerBI or Tableau, Microsoft BI Stack are considered an asset

  • Experience in development with web based technologies, APIs, automation suites and extract-transform-load (ETL) processes; working with Safe Software's Feature Manipulation Engine FME Form and FME Flow

  • Experience in SQL scripting to develop, implement and optimize queries, stored procedures and functions within the Microsoft Data Management platform; Querying SQL/NoSQL databases

  • Strong analytical, data visualization and presentation skills

  • Demonstrated understanding and implementation of ideation, process mapping, requirements gathering, and project planning, research and documentation

  • Demonstrated ability to establish and build effective working relationships with customer base and project stakeholders

  • Demonstrate organizational skills and ability to prioritize workload

  • Demonstrated ability to work independently, in small groups, and in team environments
